Analýza a hodnocení implementace sociální politiky v oblasti bezdomovectví

Abstract

Práce pojednává o bezdomovectví jako sociálním problému a o implementaci sociální politiky v této oblasti. Problematiku bezdomovců autor zkoumá z několika hledisek. Poukazuje zejména na význam domova jako instituce pro uspokojování základních lidských potřeb. Všímá si determinantů, které zapříčiňují ztrátu domova a zaměstnání a přináším institucionální model fungování politiky v této oblasti. Rozebírá klíčové lidsko-právní dokumenty, které se nějakým způsobem dotýkají bezdomovců. Jedná se především o Všeobecnou deklaraci lidských práv či Mezinárodní pakt o hospodářských, sociálních a kulturních právech. Popisuje fungování a důležitost organizace Feantsa. Dále analyzuje dokumenty Ministerstva práce a sociálních věcí. V další části práce autor seznamuje čtenáře s poznatky svého kvalitativního výzkumu bezdomovců. Zajímá se v něm o jednotlivé aspekty jejich specifického života a o jejich přístup k nim. Jedná se zejména o témata zdravotní a sociální péče, přístupu státní správy a možností "normálního" života. Výsledkem mé práce je zhodnocení politiky v oblasti bezdomovectví v souvislosti se zmíněnými mezinárodními dokumenty, dokumenty na národní úrovní a s výzkumem bezdomovců.

The work deals with the homelessness as a social problem and with the implementation of social policy in this area. The author examines the issue of homeless people from several perspectives. He discribes the importance of home as an essential component for satisfying the basic human needs. There are focused the determinants that cause the loss of homes and job. The author brings the institutional model of the functioning of the policy and analyzes the key human rights documents that are somehow affecting the homeless. This is especially the Universal Declaration of Human Rights, and as the International Covenant on Economic, Social and Cultural Rights. Describes the organization and the importance of FEANTSA. Furthermore, analyzing the documents of the Ministry of Labour and Social Affairs. In another part, the author introduces his knowledges from the qualitative research of homeless. He is interested for each specific aspect of their lives and their attitudes to them. These include issues of health and social care, access togovernment and the "normal" life. The result of this work is an assessment of homelessness policy in relation to the above mentioned international documents, the documents at the national level research and the homeless.
