Odmítnutí ideologického textu, nebo potřebných opatření? Rozhodnutí o (ne)ratifikaci Istanbulské úmluvy v Česku

Abstract

The thesis deals with the decision of the Senate of the Parliament of the Czech Republic not to ratify the Council of Europe Convention on preventing and combating violence against women and domestic violence almost eight years after the signing of the treaty. It aims to analyse the way the Istanbul Convention was framed in the speeches of the Czech senators during the ratification negotiation, and to identify the most recurrent themes in the frames themselves. It first introduces the reader to the context, specifically the origins of the Istanbul Convention, its content, its acceptance in the Czech Republic and the world, and finally summarizes the public debate that took place before the Senate's negotiation. It describes the concept of gender ideology and the related anti-gender discourse, which is important for the understanding of the debate. In relation to the stated aim, it then identifies through framing analysis which aspects of the Istanbul Convention were highlighted during the ratification negotiations, which were discredited, how did the proponents and opponents argue, and which arguments were most common. Bakalářská práce se zabývá rozhodnutím Senátu Parlamentu ČR neratifikovat Úmluvu Rady Evropy o prevenci a potírání násilí na ženách a domácího násilí necelých osm let od podpisu smlouvy. Jejím cílem je analyzovat způsob rámování Istanbulské úmluvy v projevech senátorů ČR během jednání o ratifikaci, a v samotných rámech identifikovat nejčastěji se opakující témata. Prvotně přibližuje čtenáři kontext, tedy vznik Istanbulské úmluvy, její obsah, její přijetí v Česku i ve světě, a nakonec shrnuje veřejnou debatu, která probíhala ještě před senátním jednáním. Rozebírá také pojem genderová ideologie a s ní související antigenderový diskurz. V souvislosti se stanoveným cílem poté skrze analýzu rámování zjišťuje, jaké aspekty Istanbulské úmluvy byly během jednání o ratifikaci vyzdvihovány, které naopak diskreditovány, jak argumentovali zastánci a odpůrci, a které z argumentů byly nejčastější. Výsledkem jsou čtyři rámy, podrobně popsány skrze jejich funkce. Konkrétně co rámovali senátoři a senátorky jako problém, který je rozhodnutím potřeba řešit, jaké jsou příčiny tohoto problému, jak rámy morálně hodnotili Istanbulskou úmluvu její důsledky a další souvislosti, a nakonec co navrhovali jako řešení jimi uvedeného problému.
