Politické aspekty spojení místního referenda s komunálními volbami: případová studie Prahy

Abstract

Tato práce se zabývá politickými aspekty spojení místního referenda s komunálními volbami, s důrazem na možnost využití tohoto spojení k dosažení politických cílů - ovlivnění průběhu referenda, zvýšení volební účasti, využití referenda v předvolební kampani - práce si klade za cíl systematizovat a klasifikovat tyto politické aspekty, jejím dalším cílem je identifikace strategií spojení místního referenda s volbami politickými aktéry. V rámci první části práce je problematika souběhu místního referenda s volbami zasazena do kontextu vybraných evropských zemí a dále jsou rozebrány podmínky pro místní referendum v rámci České republiky. V druhé části práce jsou potom identifikovány jednotlivé politické aspekty místního referenda a na základě této identifikace jsou definovány klíčové kategorie, podle kterých je možné systematizovat a klasifikovat politické aspekty místních referend. Třetí částí práce je vícepřípadové studie Prahy, v jejímž rámci je aplikována výše zmíněná systematizace na městské části, ve kterých se iniciátor referenda pokoušel o jeho souběh s komunálními volbami v říjnu 2014, a zároveň jsou zde na základě zjištěných skutečností identifikovány strategie spojení místního referenda s volbami.

This thesis deals with political aspects of jointly held local referenda and municipal elections, focusing on the possibility of utilizing this concurrence in order to achieve political goals - influencing the progress of referendum, mobilizing voters, using the referendum as part of election campaign - the main aim is to systematize and classify these political aspects, the other aim is to identify strategies adopted by political participants in order to achieve holding both events in conjunction. The first part of the thesis the issue of jointly held local referenda and elections is placed in the context of EU member states and the conditions of local referenda in Czech Republic are analysed. In the second part individual political aspects of local referenda are identified and based on that the key categories are defined in order to systematize and classify political aspects of local referenda. The latter systematization is then used in the multi-case study of Prague, specifically its districts where the initiators of the referendum intended to hold it jointly with municipal elections in October 2014, and strategies of achieving conjunction are identified based on discovered findings.
