Bezpečnostní dilema mezi NATO a Ruskem v pobaltských státech a jeho perspektivy v 21. století

Abstract

The diploma thesis examines the uncertainty in the region of Baltic States that has a significant role in shaping and the dynamics of bilateral relations between NATO and Russia. For the analysis of dynamics in current relations and its perspectives between the North Atlantic Treaty Organisation and Russia in Baltic States the author of this thesis chose the application of the Security dilemma concept. Analysed time period between 2014-2017 by selected supplementary theoretic concepts, such as Deterrence strategy and Copenhagen school encompass the security situation in Estonia, Latvia and Lithuania in the context of bilateral relations between Russia and NATO. The main goal of this thesis is to provide a full insight about current security environment in the Baltic States and its tendency presuming the security dilemma as a possible perspective of relations between NATO and Russia. Conclusions state that the formation of the security dilemma between NATO a Russia in the Baltic States has been shaped on the basis of changing context of the security environment and in particular by incompatibility of interests competing actors, when some of them perceives the international system as anarchic. Diplomová práce zkoumá bezpečnostní nejistotu v regionu pobaltských států, která sehrává významnou roli ve formování a dynamice bilaterálních vztahů mezi Severoatlantickou aliancí a Ruskem. Pro analýzu aktuální dynamiky vztahů a její perspektivy mezi Severoatlantickou aliancí a Ruskem v pobaltských státech zvolil autor diplomové práce aplikaci teoretického konceptu bezpečnostní dilema. Analyzované časové období v diplomové práci vybranými pomocnými teoretickými koncepty Kodaňské školy a strategie Odstrašování zahrnuje bezpečnostní situaci v Estonsku, Lotyšsku a Litvě od roku 2014 po rok 2017 v kontextu bilaterálních vztahů mezi NATO a Ruskem. Hlavním cílem této diplomové práce je vytvořit celistvý obraz o aktuálním bezpečnostním prostředí v regionu pobaltských států a jeho tendence předpokládající bezpečnostní dilema jako možnou perspektivu vztahů mezi NATO a Ruskem. Závěry diplomové práce konstatují, že vznik bezpečnostního dilema mezi Severoatlantickou aliancí a Ruskem v pobaltských státech je formován na základě změny kontextu bezpečnostního prostředí a především nekompatibility zájmů soupeřících aktérů v současném mezinárodním systému, který někteří chápou jako anarchický.
