Imperiální prezidentství v USA

Abstract

(abstrakt) Tématem magisterské diplomové práce je tzv. imperiální prezidentství. Tento pojem uvedl do politologie Arthur M. Schlesinger ve své knize The Imperial Presidency. Schlesinger reagoval na graduální nárůst moci prezidentů od vlády Franklina Delano Roosevelta. Ve své knize z roku 1973 (a znovu vydané v roce 2004) se zabývá charakterizujícími znaky imperiálního prezidentství. Schlesinger popisuje dva body, které vymezují pojem imperiálního prezidentství: a) prezident přesahuje své pravomoci dané Ústavou USA (např. exekutivní nařízení v síle zákonů); b) prezident není limitován ostatními pilíři moci - tj. legislativou a justicí. Metodou práce je mimo jiné i case study, ve které se věnujeme případu vládnutí Richarda Nixona. Nixonova vláda, podle výše zmíněného autora, představovala vrchol imperiálního prezidentství. Tato práce ověřuje toto tvrzení za pomocí teoretického rámce unilateral action theory a unitary presidency. Základním cíle této práce je odpovězení na elementární otázku týkající se imperiálního prezidentství. Znění otázk je: "Jaké politické procesy charakterizují imperiální prezidentství?"

The subject of this thesis is the Imperial Presidency. Arthur Schlesinger is the author of this term in the realm of Political Science. His book was a reaction to the gradual accretion of political power in the office of the President of the United States. Imperial Presidency is described by variables: a) The President overreaches his powers given to him by the Constitution of the USA; b) The President is not limited by other branches of power. The theories behind this thesis are called the unilateral action theory and the unitary presidency theory. After designating variables in the thesis we should be able to answer the question: "What kind of political behaviour describes imperial presidency?"
