Legální plochy pro tvorbu graffiti v Praze z pohledu politické geografie

Abstract

This bachelor's thesis focuses on the topic of graffiti, specifically on legal walls for graffiti managed by administrative districts of Prague. These surfaces allow for legal creation of graffiti, offering artists a way to avoid the risk of legal consequences while enabling the city to regulate the spontaneous emergence of otherwise unwanted graffiti. The issue is examined through the lens of political geography, exploring the approaches of local politicians towards graffiti, ranging from complete rejection to supporting the creation of legal artworks in public space. The theoretical part of the thesis discusses the historical development of graffiti including the related responses of local governments, both globally and in Prague, and the role of legal graffiti in an environment typically opposed to authority. In the practical part, the opinions of local representatives on graffiti were surveyed, aiming to evaluate how and why the attitudes of administrative districts differ. In addition, legal walls in five districts were analyzed based on various factors in order to evaluate how effectively they serve both graffiti artists and the city, and a comprehensive map database of legal walls for graffiti was created - something which Prague is missing on an official level. Tato bakalářská práce se zabývá tématem graffiti, konkrétně legálními plochami pro tvorbu graffiti ve správě městských částí Prahy. Na těchto místech je povoleno tvořit graffiti, což nabízí možnost umělcům vyhnout se riziku postihu a městu korigovat spontánní vznik jinak nežádoucího graffiti. Na problematiku je nahlíženo skrz optiku politické geografie, tedy jsou zkoumány přístupy lokálních politiků ke graffiti, které jsou rozkročeny od odmítání veškeré tvorby až po napomáhání vzniku legálních děl ve veřejném prostoru. Teoretická část práce se věnuje kontextu vývoje graffiti včetně zpětné reakce městských samospráv ve světě i v Praze a pozici legální tvorby v prostředí typicky odporujícím autoritě. V praktické části byly zjištěny názory zástupců městských částí na graffiti s cílem zjistit, jak a proč se liší přístupy městských částí. Dále byly zkoumány legální plochy na území pěti městských částí z hlediska různých faktorů za účelem vyhodnotit, jak dobře slouží tvůrcům i městu, a vytvořena souhrnná mapová databáze legálních ploch, která na oficiální úrovni v Praze chybí. Zjištění naznačují, že na využívanost legálních ploch má největší vliv jejich umístění, které v mnoha případech neodpovídá preferencím jejich zamýšleným uživatelům.
