Efektivní správa obecních bytových fondů jako řešení krize bydlení

Abstract

Bakalářská práce se zabývá rolí obecních bytových fondů v rámci současné státní bytové politiky. Práce zkoumá postavení obcí jako aktérů bytové politiky, a to skrze rozhovory s představiteli vybraných obcí a rozhovor s představitelkou Ministerstva práce a sociálních věcí. Klíčovými aspekty zkoumané problematiky je současný stav obecního bytového fondu ve vybraných obcích, jeho velikost a technický stav, dlouhodobá koncepce obecní bytové politiky a největší problémy, se kterými se obec během správy svého bytového fondu potýká. Na základě rozhovorů pak byly definovány největší problémy, se kterými se obce během správy svého bytového fondu potýkají, a sice problémoví nájemníci, finanční neudržitelnost správy bytového fondu a omezené možnosti jeho rozšiřování. Práce následně na tyto problémy reaguje sestavením několika doporučení, které mohou vést k efektivnější správě obecního bytového fondu a celkově přispět ke zlepšení současné napjaté bytové situace v České republice.

The bachelor's thesis focuses on the role of municipal housing funds within the current state housing policy. The work examines the position of municipalities as actors in housing policy through interviews with representatives of selected municipalities and an interview with a representative of the Ministry of Labor and Social Affairs. The key aspects of the examined issue are the current state of the municipal housing fund in the selected municipalities, its size and technical condition, the long-term concept of municipal housing policy, and the biggest problems that municipalities face in managing their housing fund. Based on the interviews, the major problems municipalities encounter in managing their housing fund were identified: problematic tenants, financial unsustainability of housing fund management, and limited possibilities for its expansion. The thesis responds to these problems by formulating several recommendations that can lead to more efficient management of municipal housing funds and overall contribute to improving the current tense housing situation in the Czech Republic.
