Lobbing nestátních neziskových organizací v procesu tvorby zákona o bezplatné právní pomoci

Abstract

Diplomová práce sleduje případ lobbingu nestátních neziskových organizací v procesu tvorby zákona o bezplatné právní pomoci. V první části lze nalézt definice lobbingu a jeho aktérů, dále kategorizuje zdroje, techniky a funkce lobbingu. Součástí práce je shrnutí problematických míst zákona o bezplatné právní pomoci, systém jejího poskytování před začátkem lobbingu organizací a organizacemi navrhovaná řešení problému. V kapitole konceptuálního rámce představuje práce některé teorie občanské společnosti hovořící o funkci nestátních neziskových organizací hájit zájmy občanů a modely partnerství občanského sektoru a státu. Ve své výzkumné části práce analyzuje lobbingové neziskových organizací v procesu tvorby zákona o BPP a důvody jeho neúspěšného výsledku.

The master thesis is focused on the case of lobbying of non-governmental organizations in the free legal assistance law-making process. In the first part we can find definitions of lobbying and its actors, further the categories of resources, techniques and lobbying function. A part of the thesis summarizes the problematic points of the free legal assistance law, the situation of the issue before the start of lobbying by organizations and proposed problem solutions. In the chapter of the conceptual framework presents the thesis some of the civil society theories on the function of non-governmental non-profit organizations representing the interests of citizens and the models of partnerships between the civil sector and the state. The case study analyzes lobbying activities of the non-profit organizations in the free legal assistance law-making process and the reasons for his unsuccessful result.
