Abstract

Bakalárska práca Analýza postoja Ruskej federácie ku konceptu humanitárnej intervencie sa primárne zaoberá spôsobom, akým Ruská federácia legitimizuje svoj nekonzistentný vzťah voči v súčasnosti veľmi diskutovanému konceptu humanitárnej intervencie. Cieľom práce je poukázať, na akom normatívnom základe formuje ruská strana oprávnenosť svojej pozície zástancu, resp. odporcu konceptu. Práca vychádza z konštruktivistického vnímania medzinárodných vzťahov a zobrazuje Ruskú federáciu ako akceptovaného člena medzinárodného systému, ktorý sa akúkoľvek aktivitu snaží legitimizovať v medziach všeobecne prijímaných noriem tohto systému. Na základe rozboru politického diškurzu ruských politických elít sa ukazuje, že normy, ktoré podmieňujú oprávnenosť humanitárnej intervencie, vystupujú do popredia pri legitimizovaní prípadov, v ktorých Ruská federácia pristupuje k vojenskej intervencii potenciálne zahŕňajúcej humanitárny charakter (i keď minimálny z hľadiska interpretácie zveličený do potrebných rozmerov). V prípade, ak sa Ruská federácia ocitá v pozícii oponenta užitia konceptu humanitárnej intervencie v praxi, prikláňa sa k normám, ktoré sa od počiatku vzniku konceptu nachádzajú v jeho priamom rozpore. Bachelor thesis Analysis of the Russian Attitude toward the Concept of Humanitarian Intervention is primarily concerned with the way in which the Russian federation legitimizes its inconsistent approach to the currently debated concept of humanitarian intervention. The main goal of the thesis is to point out on what normative grounds the Russian side formulates justification of its position as a defender or as an opponent of the concept. Thesis is based on the constructivist perception of international relations and depicts the Russian federation as a valid member of the international system which legitimizes all of its actions or inactions in terms of universally accepted norms of this system. Analysis of the Russian political discourse shows that norms which determine justification of humanitarian intervention are highlighted in cases when the Russian federation implements military intervention potentially including humanitarian dimension (if necessary exaggerated by the interpretation of the Russian political authorities). In case, that the Russian federation opposes the possibility to put the concept of humanitarian intervention in practice, it highlights the norms which contradict the concept from the very beginning of its occurrance.
