Hlubinné úložiště jaderného odpadu v právu

Abstract

Tématem diplomové práce je hlubinné úložiště jaderného odpadu v právu. S výjimkou dlouhodobého skladování představuje hlubinné úložiště jaderného odpadu v současnosti jediné technologicky zvládnuté řešení, jak naložit s narůstajícím objemem vysokoaktivních radioaktivních odpadů a vyhořelého jaderného paliva. Příprava i samotná výstavba hlubinného úložiště však s sebou přináší celou řadu problémů a výzev, a to jak z hlediska technologického, tak i z hlediska náležité právní úpravy. Diplomová práce si dává za cíl popsat současnou právní úpravu nakládání s radioaktivními odpady a vyhořelým jaderným palivem na území České republiky a to zejména se zaměřením na projekt přípravy a výstavby hlubinného úložiště jaderného odpadu. Krok za krokem je popsán postup, který Českou republiku souvislosti s výstavbou hlubinného úložiště čeká. V rámci tohoto popisu je zhodnocena stávající právní úpravu a jsou identifikována její problematická místa. Následně se autor zamýšlí nad příčinami těchto problémů a navrhuje jejich řešení.

The thesis deals with nuclear waste deep repositories in the law. With exception of long- term storage the nuclear waste deep repositories represent the only technical solution currently available to deal with the increasing volume of highly radioactive waste and spent nuclear fuel. The planning and construction of nuclear waste deep repository entails number of problems and challenges, both from technical and legal perspectives. The thesis aims to describe current legislation regarding the management of radioactive waste and spent nuclear fuel within the territory of the Czech Republic with a particular focus on planning and construction of a nuclear waste deep repository. There is step by step described procedure of planning and constructing a nuclear waste deep repository under the current legislation. Within this description the author evaluates the current legislation and identifies its major issues. Subsequently, the author reflects on the cause of these issues and proposes their solutions.
