Zahraničněpolitické vztahy Evropské unie a Ukrajiny v letech 2004-2011: od Evropské politiky sousedství k Východnímu partnerství

Abstract

Tato bakalářská práce představuje případovou studii zabývající se zahraničněpolitickými vztahy Evropské unie a Ukrajiny v letech 2004-11. Konkrétně se práce zaměřuje na Evropskou politiku sousedství a Východní partnerství, které tvořily základ vztahů v tomto období. Analýzou vzájemných vztahů se práce snaží zodpovědět výzkumnou otázku, z jakého důvodu se Evropské unii v tomto období nepodařilo prosadit své zahraničněpolitické cíle na Ukrajině. Za účelem zodpovězení otázky práce ve třech kapitolách chronologicky popisuje a analyzuje vývoj evropské zahraniční politiky na Ukrajině a její přijetí ukrajinskou stranou. První kapitola se zabývá historií partnerství mezi EU a Ukrajinou v období 1991 až 2004, ze kterého si vybírá nejdůležitější body relevantní pro vývoj po roce 2004, kdy byla spuštěna Evropská politika sousedství. Na tu se práce zaměřuje v druhé kapitole, která nejprve mapuje vznik a charakter této politiky a později se dostává ke konkrétním bodům, které Evropská politika sousedství přinesla vývoji vztahů s Ukrajinou. Závěrečná část se týká politiky Východního partnerství a stejně jako druhá kapitola nejprve popisuje vznik a obsah tohoto projektu. The Bachelor's thesis deals with a problem of the EU-Ukraine relations between 2004 and 2011 in form of a case-study. More specifically, it focuses on the European Neighbourhood Policy and the project of Eastern Partnership. Analysing the partnership, the thesis tries to answer a research question what the reason for failure of the European goals in Ukraine is. To answer the question the thesis is divided into three parts and each of them describes and analyses the development of the relations between EU and Ukraine. The first chapter elaborates points from history of the partnership which are relevant for the development after 2004. The second part looks into the European Neighbourhood Policy, its origins and character together with the contribution to the relations with Ukraine. The final section aims at the Eastern Partnership initiative and it describes and analyses the policy as well. The second part of the chapter offers a comparison of both policies and it deduces limits of the European foreign policy in Ukraine. Finally, the thesis comes to conclusion that the hypothesis stating that the EU failed to achieve its goals in Ukraine due to the inconsistent approach towards Ukraine was partly right.
