Rusko a Kaliningradská oblast: Řešení exklávní problematiky v letech 2000-2009

Abstract

Diploma thesis "Russia and the Kaliningrad Region: A Solution to the Exclave Problems in the Years 2000 - 2009" deals with the exclave problems of the Kaliningrad oblast, a Russian exlave on the Baltic Sea coast, and how they were solved at the beginning of the 21st century. The thesis first presents a brief outline of the historical development of the examined region - East Prussia and Kaliningrad Oblast until 1991. Subsequently, it deals with exclave problems in the 1990s. The main part of this work examines in detail exclave problems after the year 2000. It firstly deals with an economic issues. Subsequenntly it focuses on the discussion regarding a possible change of the status of the Kaliningrad Region within the Russian Federation. The work also shows how the issue of transit through the territory of the European Union was solved. Eventually it will address the military issues. This thesis uses the theory of enclaves, as prepared by Russian economist Yevgeny Vinokurov. This theory determines problems that are common to most enclaves and exclaves.

Diplomová práce "Rusko a Kaliningradská oblast: Řešení exklávní problematiky v letech 2000 - 2009" pojednává o tom, jak byla na začátku 21. století řešena problematika spojená se specifickým geopolitickým postavením Kaliningradské oblasti jako exklávy Ruské federace na pobřeží Baltského moře. Práce nejprve přináší stručný nástin historického vývoje daného regionu - Východního Pruska a Kaliningradské oblasti do roku 1991. Následně se věnuje vývoji a problémům exlávy v 90. letech 20. století. Hlavní část práce detailně zkoumá exklávní problematiku po roce 2000. Pozornost je věnována jednak otázce ekonomické (zajištění příznivého ekonomického rozvoje), diskuzím ohledně případné změny postavení oblasti v rámci Ruské federace, způsobu vyřešení problematiky tranzitu přes území Evropské unie a vojenské otázce. Práce využívá tzv. teorii enkláv, kterou vypracoval ruský ekonom Jevgenij Vinokurov. Tato teorie určuje, která problematika je exklávám a enklávám ve většině případů společná.
