Česká národní banka, její postavení a činnost

Abstract

Závěr K problematice postavení a činnosti České národní banky by bylo zajisté možno napsat mnohem více stránek, než jich obsahuje tato práce. Ve svém výkladu jsem se pokusila pouze nastínit, jakou významnou roli Česká národní banka v naší ekonomice dnes hraje. Posilování samostatnosti a nezávislosti České národní banky je jistě dobrým krokem k tomu, aby mohla centrální banka své úkoly plnit co nejlépe, nemusela dbát politických nátlaků a prováděla svou měnovou politiku v souladu se zájmy státu a tím i veřejnosti. Podle mého názoru je správný také trend posledních let vedený snahou, aby Česká národní banka pronikla do všech oblastí finančnictví a zaštítila je svou autoritou. Patrné to je zejména v oblasti dohledu, kdy jsou České národní bance dávány dohledové pravomoci nad stále širší skupinou subjektů. Z posledních let lze jmenovat např. rozšíření dohledu naší centrální banky v oblasti pojišťovnictví (2006). Bohužel si však myslím, že zapojením České republiky do Evropské měnové unie bude snaha po vytvoření všestranně nezávislého, nestranného a vrcholného subjektu v oblasti finančnictví, o což se zákonodárci dle mého názoru snažili a stále snaží, do jisté míry zmařena. Ráda bych věřila, že tento okamžik ještě nějakou chvíli nenastane a až nastane, nestane se Česká národní banka jen pouhou vykonavatelkou...

The Czech National Bank The Czech National Bank has an irreplaceable position in Czech financial department and no current economics would exist without such an entity. Mainly because of the exceptional character of the Czech National Bank not only for our economy, I chose it as the essential theme of my thesis. The aim of this thesis is to acquaint potential readers with the tasks performer by the central bank in the Czech Republic and thus give a complete picture of its contribution to our current economy. My thesis is divided into three parts. Introduction (i.e. chapters 1 a 2) focuses on the actual status of the Czech National Bank in relation to other constitutional authorities, especially to the government and to the president of the Republic, who have the closest relationship with the central bank, and also on its structure. Then the particular attention is paid to the supreme governing body of the Czech National Bank - The Bank Board consisting of the CNB Governor, two Vice-Governors and four Chief Executive Directors. At the beginning of the second part of my thesis (chapter 3) is described the general division of the functions of central banks.
