Integrační politika ve vztahu k válečným uprchlíkům z Ukrajiny perspektivou Teorie sociální konstrukce cílových populací

Abstract

Tato diplomová práce se zabývá integrací ukrajinských válečných uprchlíků od počátku války na Ukrajině (únor 2022) do konce roku 2023. Cílem této práce je identifikovat transformaci policy designu v oblasti integrační politiky, která byla implementována vůči cílové populaci ukrajinských válečných uprchlíků, s jejichž masovým přílivem se Česká republika musí od počátku vypořádat. Práce se snaží identifikovat ovlivnění výsledného policy designu dle navrhovaných nástrojů a narativních vyjádření členů Poslanecké sněmovny Parlamentu České republiky vůči cílové populaci ukrajinských válečných uprchlíků na základě aplikace teorie sociální konstrukce cílových populací. Výzkum je proveden formou případové studie, přičemž primární zdroj dat je ve formě stenografických záznamů z Poslanecké sněmovny a tyto záznamy jsou následně analyzovány. Z výsledků diplomové práce jsou patrné určité tematické narativní rámce, kde je cílové populaci ukrajinských válečných uprchlíků přisuzována pozitivní sociální konstrukce (lidskoprávní a ekonomický rámec) či negativní sociální konstrukce (bezpečnostní), na základě které byl policy design v oblasti integrační politiky prosazen. Práce také poukazuje na kritické oblasti integrační politiky.

This diploma thesis deals with the integration of Ukrainian war refugees from the beginning of the war in Ukraine (February 2022) to the end of 2023. The aim of this thesis is to identify the transformation of policy design in the field of integration policy, which has been implemented towards the target population of Ukrainian war refugees, with whose mass influx the Czech Republic has had to deal with from the beginning. The thesis tries to identify the influence of the resulting policy design according to the proposed tools and narrative statements of members of the Chamber of Deputies of the Parliament of the Czech Republic towards the target population of Ukrainian war refugees on the basis of the application of the Theory of Social Construction of Target Populations. The research is carried out in the form of a case study in which the primary source of data is in the form of stenographic records from the Chamber of Deputies and these records are analysed afterwards. From the results of the thesis, certain thematic narrative frameworks are evident and a positive social construction (human rights and economic framework) or a negative social construction (security) towards the target population of Ukrainian war refugees is attributed there on the basis of which policy design was enforced in the...
