Konec latinskoamerického socialismu: Bezpečnostní aspekty venezuelské krize

Abstract

Tato diplomová práce se zabývá vztahem socialismu 21. století jakožto ideologie (či revoluční teorie) a konceptem lidské bezpečnosti na případu Venezuely, a to zejména při zohlednění regionálních specifik Latinské Ameriky. Nejprve představuje oba teoretické pojmy a zasazuje je do hlubšího kontextu; v případě latinskoamerického socialismu pojednává o teoretických východiscích dle díla poradce Huga Cháveze, Heinze Dietericha a jeho představu nového socialismu následně srovnává s perspektivou ruského profesora Alexandera Bugalina, zabývá se rovněž regionální perspektivou indosocialismu. V případě konceptu lidské bezpečnosti nabízí vzhled do jeho geneze v rámci Organizace spojených národů, dává hlas některým kritickým přístupům a představuje modely, jež jsou nadále v diplomové práci použity. Oba teoretické pojmy jsou pak využity v rámci analytických kapitol práce a aplikovány na situace v Bolívarovské republice. V případě socialismu se autorka zabývá jeho reflexí v ústavě z roku 1999 a poukazuje i na implementaci v podobě komunálních rad; v případě konceptu lidské bezpečnosti pak vybírá tři modely, které jsou testovány k vyhodnocení současné situace v zemi. The diploma thesis deals with the relation between the socialism of the 21st century as an ideology (or revolutionary theory) and human security concept applied on case of Venezuela, with regards to the regional context of Latin America. First, it presents both theoretical terms in deeper contexts; in case of Latin-American socialism deals with theoretical background in the work of Heinz Dieterich, advisor of Hugo Chávez and compares to the perspective of Russian professor Alexander Buzgalin, it also deals with regional perspective of indigenous socialism. In case of concept of human security, the thesis offers an insight into its genesis in United Nations, gives voice to some critical approaches and presents models that are further used. Both theoretical terms are applied in the analytical chapters of the thesis on case of the Bolivarian Republic. In case of socialism, the author analyses its impact on the 1999 constitution and deals with implementation on the example of communal councils; in case of human security concept, she choses three models that are tested to evaluate the current situation in the country.
