Problematika dekretů prezidenta Beneše v česko-německých vztazích

Abstract

(abstrakt) Bakalářská práce se zabývá debatou o Dekretech prezidenta Beneše v Evropském parlamentu v letech 2002 a 2003, která proběhla v rámci přístupových jednání České republiky do Evropské unie. Práce je rozdělena na tři části. V první kapitole je shrnut vývoj vztahů mezi Spolkovou republikou Německo a Českou (resp. Československou) republikou po roce 1989. Zvláštní důraz je zde kladen na vznik Česko-německé deklarace v roce 1997 a kritické ohlasy požadující zrušení prezidentských dekretů. Po správné pochopení a bližší náhled čtenáře do problematiky je druhá část práce věnována těm Dekretům, které dodnes vzbuzují vlnu kritiky a odporu. V této kapitole jsou tedy podrobněji popsány jednotlivé Dekrety - kdy a z jakého důvodu vznikly, jaké měly důsledky a co v praxi znamenaly pro české a německé obyvatelstvo v té době. Třetí část práce se věnuje Debatě na půdě Evropského parlamentu, mapuje názory a postoje nejen jednotlivých evropských politiků, ale i českých, kteří byli nuceni na tento vývoj událostí reagovat. Kapitola je pak uzavřena krátkou analýzou referenda o vstupu České republiky do Evropské unie, které proběhlo v ČR v červnu 2003. The bachelor thesis deals with the debate on the Benes Decrees in the European Parliament between 2002 and 2003, which took place in the context of the accession negotiations of the Czech Republic into the European Union. The paper is divided into three parts. The first chapter summarizes the development of relations between the Germany and the Czech Republic after 1989. Particular emphasis is placed on the emergence of Czech - German Declaration in 1997 and critical objection for annulment of presidential decrees. For the proper understanding and more insight into the problem, why the Benes decrees create such a barrier in the Czech-German relations, the second part of the thesis is dedicated to those decrees, which still arouses criticism and resistance. In this chapter are thus described various Decrees in detail - when and why they were established and what the consequences in practice mean for Czech and German population today. The third part is dedicated to the debate in the European Parliament, explores the attitudes and opinions of the individual politicians in the European Union and the Czech politicians, who were forced to respond to this situation.
