Konkrétně jsou zkoumány Österreichischer Rundfunk a Česká televize s Českým rozhlasem. Tyto instituce jsou často ve svých zemích středem kontroverzí pro míru jejich nezávislosti. Občas jim bývá vytýkáno, že příliš ustupují politickým tlakům a neplní jednu ze svých hlavních funkcí - poskytování objektivního, nezávislého, všestranného a vyváženého zpravodajství. Pro nezávislost veřejnoprávních médií je důležité stabilní a předvídatelné financování s nestranným dohledem nad vysílatelem. Z tohoto důvodu byly tyto dva atributy vybrány k analýze v předložené práci. Konkrétně je zkoumáno, jakým způsobem jsou zmíněná média financována, jakým způsobem jsou voleny jejich kontrolní instituce a jak se vše projevuje v praxi v místní politické kultuře. Do diskuze jsou zapojeny taktéž doporučení mezinárodních organizací typu Rady Evropy, Evropské unie či UNESCO. Metodologicky se jedná o synchronní komparaci, ve které je srovnávána situace v obou zemích. Práce poskytuje přehled o situaci v obou zemích s určením konkrétních problémových ustanovení tak, aby na jeho základě mohly být vypracovány legislativní změny, které by výrazně zefektivnily kontrolu a financování dotčených veřejnoprávních médií.
This bachelor thesis focuses on the financing and broadcasting councils of the public service broadcasters in Austria and the Czech Republic, examining namely Austrian Broadcasting (Österreichischer Rundfunk) and Czech Television (Česká televize) along with Czech Radio (Český rozhlas). These institutions are often at the center of controversy due to their level of dependence on local political representatives. Their critics argue that they submit to political pressure and give up one of their main purposes - providing an objective, independent, unbiased, and balanced news service. The independence of public service broadcasters generally relies on stable, predictable funding and impartial supervision. For this reason, these two features are analyzed in this paper. More specifically, it examines how the aforementioned media are financed, how the broadcasting councils are appointed, and how the status quo interacts with the local political culture. On top of that, the discussion involves international recommendations of institutions such as the European Council, the European Union and UNESCO.
