Evropská politika Francie v letech 2007-2009

Abstract

Diplomová práce "Evropská politika Francie v letech 2007 - 2009" se věnuje analýze současného postavení Francie uvnitř evropských struktur, a to v období časově vymezeném zvolením Nicolase Sarkozyho do funkce prezidenta republiky a jmenováním vlády Françoise Fillona. Počátkem 90. let se mezinárodní prostředí podstatně proměnilo, nejen v důsledku rozpadu komunistického bloku, ale změny se dostavily i díky zrychlujícím se globalizačním procesům. Objevily se nové typy hrozeb, transformovaly se postavení i síla států na globální úrovni a ke změnám došlo také uvnitř Evropské unie: během dvanácti let do ní vstoupilo patnáct nových členských států a v rámci evropských struktur vzrostl význam i dalších aktérů. Hlavním záměrem práce je popsat postupnou adaptaci vybrané členské země na změny, uvedené výše. Cílem práce je dokázat, že je Francie v současné době nucena k výraznější spolupráci s ostatními státy, institucemi a s dalšími aktéry, protože francouzští političtí představitelé nejsou schopni prosadit její zájmy samostatně. Pro potvrzení stanovené hypotézy bude v textu provedena analýza dopadu evropských procesů na vnitřní mechanismy francouzského politického systému a rozbor chování Francie v Unii a způsobu komunikace s ostatními aktéry na nadnárodní, státní i substátní úrovni. My diploma thesis "French European policy in the period 2007 - 2009" deals with analysis of the current role of France within the European structures during the period of time defined by the election of Nicolas Sarkozy as President of the Republic and the appointment of the government of François Fillon. At the beginning of the 1990's the international environment had radically changed, not only due to the disintegration of the Communist bloc, but changes also turned up because of the acceleration of global processes. New types of threats occurred, the capacity and power of states on the global level transformed and the changes reached also the internal structures of the European Union. In the course of 12 years, 15 new countries entered the EU and also the significance of other actors in the internal processes increased. The main aim of the thesis is to describe the gradual adaptation of the chosen Member State to the changes mentioned above. As the overall aim of my work I would like to prove that France is forced to cooperate with other Member States, institutions and other actors in a more open way, because its political leaders are unable to achieve its interests independently.
