Peacekeeping 21.století: spolupráce OSN a regionálních organizací v Africe

Abstract

International system is made by several different actors. Their position and relations are variable in time. We can see different interactions within actors. One of the most important fields is security. International organizations have primary position in this field, but some of their authorities were shifted to international organizations. In the - 4 - group of instruments for maintaining international peace and security we can find also peacekeeping missions. Peacekeeping is dynamic field of conflict management in practice and also in theory. Big changes occurred namely in 90s according to several failures of conflict management and namely peacekeeping in that period. African continent is a big challenge in this for structures as The United Nations and regional organization themselves. In regard of colonial past of this continent and often appearance of conflicts, some stable frame system is needed to be proposed for conflict management in this region. One of the possible solutions is deeper involvement of regional organizations into dealing with conflicts on their own territory. Mezinárodní systém je tvořen různými aktéry. Jejich pozice a vztahy se mění v průběhu času. Mezi těmito aktéry dochází k interakcím v různých oblastech. Jednou z klíčových oblastí je bezpečnost. K udržování míru slouží jako jeden z nástrojů mezinárodních organizací operace pro udržení míru. Tzv. peacekeeping je dynamický obor co do praxe i teoretického uchopení. Africký kontinent je v tomto ohledu velikou výzvou pro struktury Organizace spojených národů i regionálních organizací. Vzhledem ke koloniální minulosti kontinentu a častým výskytům krizí a konfliktů zde existuje nutnost vytvoření určitého stabilního rámce peacekeepingu pro tuto oblast. Jedna z možných variant vývoje je také širší zapojení regionálních organizací do zajišťování bezpečnosti v jejich vlastním teritoriu. Abychom byli schopni posoudit vhodnost této varianty, je nutné nejprve analyzovat mise obsahující spolupráci na základě určitých evaluačních faktorů. Tyto faktory byly stanoveny pomocí teoretického rámce z oboru mezinárodních organizací, bezpečnosti a evaluace peacekeepingových operací a dále sloužily jako nástroj pro analýzu konkrétních případových studií.
