Vývoj přeshraniční spolupráce v letech 1989 - 2011 mezi Českem a Německem: příklad okresů Prachatice a Freyung-Grafenau

Abstract

The aim of this thesis is to evaluate the development of the present cross-border cooperation in the Prachatice district and the Freyung-Grafenau disttrict after the year 1989. To point out the increasing role of the European Union, particularly in this border region, before and after the entry to the EU in the guarantee of the regional development. In the frame of the given aim of the work the following hypothesis were formulated: The most important participants of the cross-border cooperation are more the institutions of the Euroregion than the activities of clubs and interest groups. The intensity of the cross-border cooperation is territorially differentiated. In the regional development the bigger towns in the district play a bigger role than small towns or villages, also thank to a bigger engagement and interest of the participants - the representatives of the authorities in the other regional, border and national institutions, and thanks to the funds from the EU. In small towns and villages the cross-border and Euroregional cooperation is, also in the regional development, declaratively discussed at many meetings, but practically there is neither potential nor its utilization. Cílem této rigorózní práce je zhodnotit vývoj dosavadní přeshraniční spolupráce v okresech Prachatice a Freyung-Grafenau po roce 1989. Upozornit na rostoucí úlohu Evropské unie obzvláště v tomto příhraničním regionu před a po vstupu do EU v zajištění regionálního rozvoje. V rámci stanoveného cíle práce byly zformulovány následující hypotézy. Nejvýznamnějšími aktéry příhraniční spolupráce jsou spíše instituce euroregionu a obce než aktivity spolků a zájmových skupin. Intenzita příhraniční spolupráce je územně diferencovaná. Větší města okresů sehrávají v regionálním rozvoji větší roli než okolní malé obce i díky vyšší angažovanosti a zainteresovanosti aktérů představitelů samosprávy v ostatních krajských, příhraničních i národních institucích i díky získaným finančním zdrojům EU. U malých obcí je příhraniční a euroregionální spolupráce i v regionálním rozvoji diskutována proklamativně na mnoha společných jednáních, prakticky však potenciál nebo jeho využití není. Obce a instituce euroregionu na německé straně dokáží daleko efektivněji usilovat o prostředky na příhraniční spolupráci a vlastní rozvoj než obce a další instituce na české straně. S tím souvisí i myšlenka, že regionální rozvoj a kontinuita příhraničních kontaktů vč. čerpání finančních prostředků z Evropské unie ovlivňuje odlišné fungování...
