Transatlantická spolupráce v boji proti financování terorismu

Abstract

Martin Dunaj Bakalářská práce 2013/2014 Abstrakt Bakalářská práce na téma boj proti financování terorismu v transatlantickém prostoru se zabývá strategií boje Evropské unie a USA proti financování terorismu po roce 2001 a jejich vzájemnou spoluprací v dané oblasti. Cílem práce je analyzovat systém boje proti financování terorismu v transatlantickém prostoru, identifikovat jeho nedostatky a zjistit důvody případných problémů či komplikací ve spolupráci mezi EU a USA v dané oblasti. V první části práce jsou nastíněny základní obrysy všeobecné strategie boje proti terorismu u obou uvedených aktérů ve vymezeném období, stejně jako oblasti koordinace politiky boje proti terorismu mezi EU a USA. Následující část se pak zaměřuje na charakteristické metody a nástroje financování terorismu a fenomén propojení terorismu a organizovaného zločinu. Ve třetí části je již rozebrán samotný boj proti financování terorismu, kdy je nejprve zohledněn jeho celosvětový rozsah, k němuž dochází především na platformě globální spolupráce v OSN, FATF, či jiných iniciativách. Poté již následují kapitoly, jež analyzují strategie zkoumaných aktérů v boji proti financování terorismu a rozebírají rozměr vzájemné kooperace mezi USA a EU v té stejné oblasti. Martin Dunaj Bakalářská práce 2013/2014 Abstract The thesis labeled as the countering of terrorism financing in the transatlantic area deals with strategies of the EU and the USA respectively in countering the terrorism financing in the post 9/11 era. At the same time the EU-US cooperation in the very field is also analyzed. The aim of the thesis is to present a systemic analysis of the counter-terrorism financing regime in the transatlantic area, identify its shortcomings and determine reasons for possible difficulties in the transatlantic cooperation. In the first part elementary contours of the counterterrorism policy of both the EU and the USA in the post 9/11 period, the same as the transatlantic counterterrorism cooperation, are elaborated upon. The following part focuses on peculiar methods and instruments to the financing of terrorism and explains the phenomenon of the terrorism-organized crime nexus. Countering of the terrorism financing is eventually covered in the following section, starting by analysis of the global regime in countering the terrorism financing represented mainly by the UN and the FATF initiative.
