Angažovanost Čínské lidové republiky v Africe

Abstract

Diploma thesis "Involvement of the People's Republic of China in Africa' deals with the evolution of China-Africa cooperation in the three specified time periods. Mainly it deals with the time period of the last nearly sixty years. This time period was subsequently divided into the period of the Cold War, 1990s and the last period is representing the year 2000 up to the present. Even though the diploma thesis deals with the African continent as a whole unit, the special emphasis was put on the four specific countries - namely Angola, Nigeria, Sudan and Zimbabwe. It analyses how the mutual cooperation has changed during these three different time periods and what has been the main components of China-Africa relationship. Primarily cooperation in the economic (foreign direct investments, foreign aid, balance of trade etc.), the political, but also the military sphere is analysed. The emphasis is also put on the Chinese status of a genuine alternative to the Western donor block, especially its policy of non- interference and aid without conditions. Diploma thesis also briefly touches on the approach of the traditional Western countries towards Africa (Washington versus Beijing Consensus). Positive and negative sides of mutual cooperation is also discussed.

Diplomová práce "Angažovanost Čínské lidové republiky v Africe" pojednává o tom, jak se vyvíjela čínsko-africká spolupráce ve třech stanovených periodách. Konkrétně se jedná o období posledních necelých šedesáti let, které byly rozděleny na období studené války, 90. léta a poslední bylo zkoumáno období od roku 2000 po současnost. Důraz byl kladen především na 4 vybrané země subsaharské Afriky a to jmenovitě Angolu, Nigérii, Súdán a Zimbabwe. V rámci těchto období bylo zkoumáno, jak se vzájemné vztahy měnily a též jaké byly její hlavní složky. Především bylo pojednáno o spolupráci v oblasti ekonomické (přímé zahraniční investice, zahraniční pomoc, obchodní bilance atp.), politické, avšak i bezpečnostní. Na ČLR bylo nahlíženo jako na alternativní zdroj spolupráce vůči Západu, neboť její přístup vůči Africe nabírá odlišných dimenzí než přístup Západu vůči kontinentu. Především se jedná o čínskou politiku "nevměšování se" a politiku "nevázané" pomoci, tedy pomoc přicházející na kontinent bez podmíněnosti politických či ekonomických reforem. V práci též bylo pojednáno o přístupu tradičních dárců vůči kontinentu (Washingtonský versus Pekingský konsensus). Dále byly charakterizovány pozitivní a negativní stránky, které čínská angažovanost africkým zemím přináší.
