dc.description.abstractThis text discusses some aspects of Swiss federalism. Therefore we firstly give some basic general information about framework of federalism. At the introductory chapter we explain briefly what federalism actually is, and how it differs from other political forms. We come with a statement that federalism is a process, more than a structure - a constant attempt to achieve the balance between the elements of autonomy and participation within a system of usually territorially based member states. Second chapter is dedicated to historical background and circumstances that led to adoption of federal idea in Switzerland. Federalism had been pt into practice because of high level of diversity (language, religious communities) on the territory which disabled to use a system that would apply the same rules for everybody. Federal arrangement was the only acceptable form with the aim to serve as a conflict management tool (the Protestant cantons wanted a more centralized state, the Catholics wanted to preserve the sovereignty of the cantons). All these circumstances led to a formation of a federal state, whose goal was, to balance the cantonal sovereignty and central harmonisation. dc.description.abstractDospěli jsme ke konci přehlídky nejvýznamnějších pozitivních i negativních aspektů švýcarského federalismu. Lze konstatovat, že aplikace Kincaidovy definice (viz, Úvod) na švýcarský případ je možná. Viděli jsme ale, že Švýcarsko, ač bývá často glorifikováno pro stabilitu svých institucí a dojem jisté "čistoty", který vytváří, má před sebou složité úkoly k řešení. Naše diagnóza švýcarského federalismu není nicméně ve výsledku tak kritická. V průběhu zpracovávání tématu se ukázalo, že za některými soudy, se kterými bývá ke Švýcarsku a Švýcarům přistupováno, stojí nedostatečná znalost faktů. Cílem této práce nicméně nebylo emotivní hodnocení Švýcarska jako takového, ale analýza a problematizace švýcarského federalismu. Primárním záměrem bylo postihnout jeho podstatu. Dospěli jsme k zásadním determinantám, které můžeme shrnout následovně: Při existenci teritoriálních jednotek odlišných kulturně, jazykově, nábožensky, a také ekonomicky a nucených z politických a ekonomických důvodů spolupracovat, se federalismu nabízel prakticky jako jediné možné a nejúčinnější řešení. Federální uspořádání pak jako jediná forma, která by začlenila všechny skupiny v rámci jedné země. Institucionální odpovědí na tato společenská, politická i geografická specifika tak bylo vytvoření federace složené z kantonů, které si ponechaly...cs_CZ
