Owning Sudan's disarmament, demobilization and reintegration process : between theory and practice

Abstract

In a broader sense, this thesis examines the extent to which the international community decides on the application and shape of standard security templates in post-conflict environments. These standard templates are increasingly criticized for their inflexibility and inability to adapt to the actual conditions and needs on ground. In order to alleviate this criticism, as well as improve the success of these programs, the international community recently embraced the concept of national ownership. Whether it is a rhetorical concept and political tool and how its understanding differs between theory and reality are the main topics of this thesis. Specifically, the paper analyzes the concept of national ownership in the process of Disarmament, Demobilization and Reintegration (DDR) of ex-combatants on the example of Sudan from 2003 until 2013. Sudanese DDR process has been defined as nationally owned, but nevertheless criticized for the blind following of international standards and overall inability to adapt to the context. (Abstrakt) V širšom kontexte sa táto práca zaoberá otázkou, do akej miery rozhoduje medzinárodná komunita o iniciácii a podobe stabilizačných a obnovovacích procesov v post-konfliktných oblastiach, ktoré sú čoraz viac kritizované pre ich jednotvárnosť a neschopnosť prispôsobiť sa skutočným podmienkam a potrebám. V snahe zmierniť túto kritiku, ako aj zvýšiť úspešnosť týchto programov, sa medzinárodná komunita chopila konceptu "národného vlastníctva". Či sa jedná o rétorický koncept a ako sa jeho chápanie líši medzi teóriou a realitou sú hlavné témy tejto diplomovej práce. Konkrétne, práca analyzuje koncept "národného vlastníctva" v procesoch odzbrojenia, demobilizácie a reintegrácie (DDR) bývalých vojakov na príklade Sudánu medzi rokmi 2003-2013. Sudánsky DDR proces bol definovaný ako "národne vlastnený", no napriek tomu kritizovaný pre slepé nasledovanie medzinárodných štandardov a celkovú neschopnosť prispôsobiť sa podmienkam. Ako cieľ si práca stanovila určiť, aká interpretácia tohto konceptu bola definovaná v teoretickej rovine a porovnať ju s uskutočneným programom.
