Migrationspolitik der rot-grünen Regierung in den Jahren 1998-2005

Abstract

The purpose of the bachelor thesis The migration policy of the Red-Green government in the years 1998-2005 is to investigate the degree to which the implementation of immigration and integration policies was successful during the two terms of the government administration of G. Schröder. By giving the description of the political discussions regarding the citizenship (Staatsangehörigkeitsgesetz) and immigration (Zuwanderungsgesetz) laws, it can be shown that there was no consensus in those topics. This lead to a conflict of the parties in the German federal parliament and a compromise form of these two acts. This thesis has chronological structure and is based on primary and secondary sources. By comparing the coalition agreement of 1998 together with the coalition bills and the actual effective laws, compromises made under the pressure from the opposition parties can be seen. The actual laws do not fully reflect the situation that Germany had become an immigration country which can benefit from being open to immigrants and integrating them into society.

Bakalářská práce Migrační politika rudo-zelené vlády v letech 1998-2005 si dává za úkol vylíčit, do jaké míry se podařilo dvěma vládním kabinetům kancléře G. Schrödera naplnit své cíle v otázce imigrační a integrační politiky. Popisem diskuzí při tvorbě zákona o státním občanství (Staatsangehörigkeitsgesetz) a přistěhovaleckého zákona (Zuwanderungsgesetz) lze ukázat, že v té době existoval v těchto otázkách minimální konsenzus, který vedl k názorovému střetu politických stran zastoupených ve Spolkovém sněmu a ke kompromisní podobě obou zákonů. Tato práce je vystavěna chronologicky na základě analýzy primárních a sekundárních pramenů. Porovnáním koaliční smlouvy z roku 1998 a vládních návrhů zákonů se schválenými verzemi zákonů lze vypozorovat ústupky, které vládní strany učinily na základě nátlaku opozice. Výsledná podoba zákonů byla kompromisem, který nereflektoval v uspokojivé míře skutečnost, že se Německo stalo tzv. přistěhovaleckou zemí, v jejímž zájmu je zpřístupnit zemi přistěhovalcům a integrovat je do společnosti.
