Komparace jednání vládních politických stran při formulaci cílů zdravotní politiky ČR po roce 1990

Abstract

bakalářské práce: The basic problem of this work is the method of formulating targets of health policy in the Govertment of Czech Republic since 1990. These targets is often preferd for economic and organizational interests, which may be restrained for the interests of society and aimed at targets improving the health of citizens. The aim of this study is to compare whether the individual Govertment came out of formulating targets health policy in the Czech Republic. If the governments reflect the interests of citizens and if they are based on the international discourse, which is devoted to this topic . This study used the method of case studies and analysis of documents. Applied documents are contemporary programs of the Government of Czech Republic after 1990. The assessment framework is a combination of targets and values formulated in the strategic documents of the WHO-Health for All by the Year 2000, Health 21 and A Framework for Assessing the Performance of Health Systems by Christopher Murray. In the theoretical part of this work are defined the basic terms and actors, who associated on the creation and formulation of health policy targets. bakalářské práce: Výchozím problémem této práce je způsob formulace cílů zdravotní politiky v České republice jednotlivých vlád ČR po roce 1990. Při formulaci těchto cílů často dochází k upřednostňování ekonomických a organizačních zájmů, které mohou potlačovat zájmy zaměřené na společnost a zlepšení zdravotního stavu občanů. Cílem této práce je provést srovnání, zda jednotlivé vlády vycházeli při formulaci cílů zdravotní politiky v České republice reflektují právě tyto zájmy občanů a zda vycházejí z výsledků mezinárodního diskurzu, které se věnují právě tomuto tématu. K dosažení cílů je využita metoda případové studie a analýzy dokumentů programových prohlášeních vlád České republiky po roce 1990. Hodnotící rámec je tvořen kombinací cílů a hodnot formulovaných ve strategických dokumentech WHO- Health for All by the year 2000, Health 21 a práce Christophera Murrayho A framework for assessing the performance of health systems z roku 2000. V Teoretické části jsou definovány základní pojmy a aktéři, kteří souvisejí s tvorbou a formulací cílů ve zdravotní politice. Jsou zde, také popsány hodnoty, které by měli cíle zdravotní politiky reflektovat. V empirické části práce jsou analyzovány formulované cíle z jednotlivých programových prohlášení vlád od roku 1990 až 2009. Zároveň jsou zde popsány i rozdíly...
