Role peacekeepingu v riešení etnopolitických konfliktov: komparatívna prípadová štúdia Macedónska, Bosny a Hercegoviny, Kosovo a Cypru

Abstract

Diploma thesis deals with the connection between the nature of implemented peacekeeping operation and possible positive output of this activity and thus with successful peacebuilding in the specific context of etnopolitical conflicts. Etnopolitical disputes constitute a vivid challenge aimed towards United Nations organisation. Mainly, because this organisation is one of the main actors of international system in finding solutions of etnopolitical conflicts and because United Nations also proposes concrete tools for their resolving - peacekeeping missions. We work with assumption that the nature of etnopolitical conflict and the nature of conflicting parties involved influence, to an important extent, involvement and impact of peacekeeping operations in resolving these conflicts. Diploma thesis, through the use of theories of origin and solvability of ethnic conflicts, creates the framework within which their more complicated solvability can be explained as well as inhibitors of theoretically successful models. Likewise, the typology of peacekeeping operations is defined and also narrower understanding of peacebuilding, as a set of political and security aspects, is described. Práca sa zaoberá vzťahom medzi povahou peacekeepingovej misie a potenciálnym pozitívnym výstupom z tejto činnosti a úspešnosťou peacebuildingu v špecifickom kontexte etnopolitických konfliktov. Etnopolitické spory predstavujú stále živú výzvu najmä pre OSN, ktorá je jedným z hlavných aktérov v snahe o pomoc pri ich riešení a ktorá ponúka konkrétne nástroje zahraničnej politiky na ich riešenie - peacekeepingové misie. Komparatívna prípadová štúdia pracuje s predpokladom, že povaha etnopolitického konfliktu a povaha strán v ňom zúčastnených ovplyvňuje významnou mierou zapojenie a pôsobenie peacekeepingových misií pri riešení týchto konfliktov. Pomocou teórií vzniku a riešenia etnických konfliktov vytvára diplomová práca rámec, v rámci ktorého má byť vysvetlená ich komplikovanejšia riešiteľnosť, ako aj inhibítory teoreticky úspešných modelov. Práca vymedzuje aj typológiu peacekeepingových operácií OSN a zúžené poňatie ďalšieho nástroja zahraničnej politiky, peacebuildingu, a to konkrétne na jeho politické a bezpečnostné aspekty. Dáta prípadových štúdií Macedónska, Bosny a Hercegoviny, Kosova a Cypru následne poskytujú priestor na formuláciu čiastkových záverov a zistení skúmanej kauzálnej väzby.
