Tematika zajišťování kvality vzdělávací činnosti vysokých škol je dlouhodobě předmětem výzkumu v oblasti vysokého školství. Nicméně tento výzkum ve středo- a východoevropském kontextu dosud do značné míry nevyužíval rigorózní analýzy dostupných empirických dat a opomíjel teoretická východiska vztahující se k implementaci veřejných politik. Překládaná práce redukuje oba uvedené deficity. Cílem práce je provést analýzu politiky zajišťování kvality vysokoškolského vzdělávání na systémové úrovni v České republice za období 1990- 2010. Tato implementační analýza je provedena zejména na základě aplikace instrumentálního přístupu zaměřujícího se na principy, způsoby fungování, efekty, interakce aktérů, silné a slabé stránky čtyř nástrojů implementace zkoumané politiky. Těmito implementačními nástroji jsou: akreditace, Fond rozvoje vysokých škol, Rozvojové programy a platforma pro zveřejňování výsledků dobré praxe. Výsledky práce dokládají problematickou využitelnost konceptuálního rámce autorů Čerycha a Sabatiera (1986) pro implementační analýzu vysokoškolských politik a poukazují na důležitost stylu implementace založeném na kombinaci nástrojů regulace, finančních incentiv a propagace. V závěrech práce jsou též uvedena nejvýznamnější doporučení pro rozvoj zkoumané politiky ve vysokoškolské praxi.
This doctoral thesis takes up the theme of policy implementation in higher education. More specifically, the thesis aims to analyse the implementation of Czech system-level policy on higher education quality assurance in the period from 1990 until 2010. This policy is analysed through the implementation instruments: accreditation, the Higher Education Development Fund, the Development Programmes, and the platform for dissemination of examples of good practice. The conceptual framework guiding the enquiry combines insights from the policyaction continuum concept, the instrumental approach to policy implementation, including Vedung's typology of policy instruments, and Actor-Centred Institutionalism. The enquiry undertaken in the thesis attests to the theoretical and empirical obsoleteness of the Cerych and Sabatier framework, traditionally used in analysing higher education policy implementation. Furthermore, the enquiry identifies the stick-carrot-sermon instrument set-up as a distinct implementation style. As a result of the enquiry, several shortcomings are identified that limit the utilisation of the four implementation instruments, and recommendations are formulated on how to ameliorate them in policy practice.
