Možnosti politické participace romské menšiny v České republice

Abstract

V práci si autor klade otázku, jaký charakter mají pokusy romských elit v ČR o politickou participaci a jaký je jejich potenciál. Předpokládá přitom, že větší naději na úspěch mají ty proudy v rámci romského etnoemancipačního hnutí, které se nevymezují ostře proti okolní společnosti. Shrnuje základní fakta o historii Romů na území České republiky s přesahem do středoevropského kontextu. Sleduje přitom faktory relevantní pro zkoumání politických projevů Romů. Následně charakterizuje vlastní chápání etnicity mezi romskou populací a dokládá, že větší význam mají pro kolektivní identifikaci většiny Romů spíše příbuzenské a subetnické skupiny. Teoretická část se zabývá vybranými autory, kteří se zapojili do diskusí o multikulturalismu, a to jak na obecné, mezinárodní úrovni, tak na úrovni české, se zaměřením právě na romskou problematiku. V závěrečné kapitole se autor snaží aplikovat všechny popsané poznatky na tři nejvýraznější romské projekty, skrz které se romské elity zapojily do veřejného dění. Jedná se o Svaz Cikánů-Romů z přelomu 60. a 70. let, o Romskou občanskou iniciativu, stranu působící v 90. letech, a občanské sdružení Společenství Romů na Moravě působící od 90. let dodnes.

In this thesis, the author raises the following question: What is the nature of the efforts of Romani elites at political participation in the Czech Republic and what is their potential? He presupposes that those currents of the Roma ethno-emancipation movement that are not defined sharply against the surrounding society are in a better position. He summarizes the basic facts from the history of the Roma in the Czech Republic with an overlap into the Central European context. He monitors the factors relevant to the examination of political acts of the Roma and subsequently characterizes their own understanding of ethnicity, showing that kinship and sub-ethnic groups are more important for the collective identification of most of the Roma. The theoretical part deals with selected authors who participated in the discussions on multiculturalism, both on the general, international, and on the national level, with special focus on Roma issues. In the final chapter the author tries to apply all the described knowledge to the three most significant projects of the Roma, through which the Romani elites engage in public affairs in the Czech Republic.
