Zahraniční politika Ruské federace za prezidentství Vladimira Putina vůči zemím Střední Asie v letech 2000-2008

Abstract

Bakalářská práce s názvem "Zahraniční politika Ruské federace za prezidentství Vladimira Putina vůči zemím Střední Asie v letech 2000-2008" se zabývá problematikou ruské zahraniční politiky ve vztahu k postsovětským středoasijským republikám, konkrétně vůči Uzbekistánu, Kyrgystánu, Tádžikistánu, Turkmenistánu a Kazachstánu a usiluje o zachycení hlavních rysů ve vývoji této politiky během dvou funkčních období prezidenta Vladimíra Putina. Cílem práce je zkoumání vývoje Putinova přístupu k tomuto regionu a identifikování nástrojů, které při prosazování ruských strategických a geopolitických zájmů používal . Práce vychází ze srovnání politického prostředí v době nástupu prezidenta Putina do úřadu v roce 2000, tedy ze stavu zahraničně-politických vztahů po demisi Putinova předchůdce Borise Jelcina, a politického prostředí na konci prezidentova druhého funkčního období v roce 2008. Dále práce pokračuje popisem a rozborem hlavních faktorů a změn, k nimž pak pod vedením prezidenta Putina došlo. Pro porozumění nezbytným souvislostem se text zabývá též povahou ruského režimu, zvláště pak rolí prezidenta a ostatních relevantních aktérů participujících na tvorbě a výkonu zahraniční politiky. The undergraduate thesis "Foreign policy of the Russian Federation during the presidency President Vladimir Putin towards the countries of Central Asia in years 2000- 2008 " is concerned with Russian foreign policy towards former soviet republics of Central 4 Asia - or today's territories of Uzbekistan, Kyrgyzstan, Tajikistan, Turkmenistan and Kazakhstan, respectively- and tries to capture the most significant political developments and practices in the strategy of the presidential administration implemented in this area during the two terms of President Vladimír Putin in office. The aim of this study is to identify developments, which the Russian foreign policy had passed through and the instruments that had been used to promote its strategic and geopolitical interests. The thesis is based on a comparison of baseline conditions of the foreign political relations, which President Putin inherited after taking office in 2000 following his predecessor, Boris Yeltsin, and it also discusses the major changes in the course of the foreign policy led by President Vladimír Putin himself.
