Reforma Policie České republiky - příležitost k efektivnější službě veřejnosti

Abstract

(abstrakt) Práce se zabývá vlivy policejní reformy v letech 2007 až 2009 na službu policistů, soustřeďuje se na proměnu policejní práce s ohledem na legislativní rámec policejní reformy a nabízí vhled do toho, jak reforma ovlivnila službu řadových policistů, jak tuto reformu policisté vnímali a jak reformu vnímala veřejnost. V teoretické části zasazuje problematiku reformy policie do teorie veřejné služby, teorie organizace a teorie byrokracie. Autor mapuje významné legislativní změny pro policejní službu, které nastaly se začátkem roku 2007 a 2009. Porovnává rozsáhlé výzkumy spokojenosti občanů s prací Policie České republiky s cíli policejní reformy a všímá si i průzkumů důvěry policii (2001 - 2011) a interního průzkumu k policejní reformě v roce 2009. Hodnotí, jaký měla policejní reforma vliv na morální chování policistů a na počet přijatých policistů do služebního poměru a na počet policistů, kteří ukončili služební poměr. Jádrem práce je kvalitativní výzkum k vlivu reformy na službu řadových policistů, k jejich vnímání reformy a k tomu, jak podle nich reformu vnímala veřejnost. Výsledky výzkumu jsou předmětem expertních rozhovorů, ze kterých autor odvozuje návrhy doporučení pro policejní praxi.

This paper deals with the impacts of the 2007-2009 Reform of Czech Police on its performance, it focuses on the transformation of police work with respect to the legislative framework of the reform. It provides insight as to how the reform influenced the conduct of common policemen and how it was perceived by both the policemen and the public. In its theoretical part, the paper puts the reform in the context of Theory of Public Management, Organization Theory and Theory of Bureaucracy. The author describes major changes in police law which took place at the beginning of 2007 and 2009. He compares extensive Citizen satisfaction surveys with the performance of Czech Police versus the objectives of the reform as well as reflects both on the 2001-2011 public confidence surveys conducted by the police in 2001 - 2011 and internal police surveys on the police reform in 2009. The author evaluates the reform's impact on the work ethics of policemen, on the number of policemen recruited into the police service as well as the number of policemen who left the police force.
