Zavádění Systému včasné intervence v Hlavním městě Praze

Abstract

The System of Timely Intervention (SVI) is new system of multidisciplinary cooperation of the social and legal protection of children and youth and crime prevention. SVI is a tool for faster and more effectively deal with these cases, allowing better communication, prompt, adequate and effective response to concerned authorities (police, Department of social-legal protection of children, courts, prosecution, Probation and Mediation Service, schools, health facilities and NGOs ). In my work I describe The System of Timely Intervention and implementation options in the Capital City of Prague. Present organizational structure of the Capital City of Prague (as a region), the main actors involved in the system, the principles of mutual cooperation, legislation and related concepts and basic pillars of the project SVI. On the basis of seven specific case studies, I attempted to describe the current cooperation between institutions in the socio-legal protection of children and potential risks of its introduction and throughout the region (The Capital City of Prague). This work summarizes the current situation in the care of vulnerable children and offer possible recommendations for more effective work within the Timely Intervention System.

Systém včasné intervence (SVI ) je nově zaváděným systémem multidisciplinární spolupráce oblasti sociálně-právní ochrany dětí a mládeže a prevence kriminality. SVI je nástrojem k rychlejšímu a efektivnějšímu řešení těchto případů, umožňuje zlepšení komunikace, rychlé, adekvátní a účinné reakce zainteresovaných orgánů (Policie ČR, Orgánu sociálně-právní ochrany dětí, Soudu, Státního zastupitelství, Probační a mediační služby, školských, zdravotních zařízení a NNO). Ve své práci se zabývám Systémem včasné intervence a jeho možném zavedení na území Hlavního města Prahy. Představuji organizační členění Hlavního města Prahy (jako kraje), hlavní subjekty zapojené do systému, principy jejich vzájemné spolupráce, související legislativu a koncepce a základní pilíře projektu SVI. Na základě sedmi konkrétních kazuistik jsem se pokusila popsat stávající stav spolupráce institucí v rámci sociálně-právní ochrany dětí i možná rizika při jeho zavedení a území celého kraje (Hlavního města Prahy). Práce shrnuje popis stávající situace v péči o ohrožené děti a nabízí možná doporučení pro efektivnější práci v rámci Systému včasné intervence.
