Bezpečnost a ochrana zdraví při práci s dětmi a mládeží v nestátních neziskových organizacích

Abstract

The thesis is concerned with the topic of safety while working with children and youth in non-governmental non-profit organizations (NGOs). In the first part it focuses on the definition of the topic and basic terms connected with this issue, such as "safety", "risk" and "risk management". It tackles history of NGOs working with children and youth in the Czech Republic and also existing relevant laws and legal regulations. The non-existence of an integral legislation for this area of civic activities results in the fact that the representatives of NGOs working with children have to have knowledge and proficiency in a vast variety of laws and regulations. Further on, the thesis offers some insight into the system and methods of risk management in commercial sector, introduces different approaches to risk analyses and attempts to apply some of them in the field of NGOs working with the underaged. The second part of the thesis is more practical. Two larger and longer existing NGOs working with children and two smaller and newer ones analyze their organizational structure and processes with regard to safety and precaution measures. Práce se zabývá tématem bezpečnosti při práci s dětmi a mládeží v nestátních neziskových organizacích. V úvodní části se zaměřuje na definici tématu a základních pojmů spojených s danou problematikou, jako je pojem "bezpečnost", "riziko" a "riskmanagement". Dotýká se historie neziskových organizací pracujících s dětmi a mládeží v České republice a také existujícími relevantními zákony a předpisy. Výsledkem chybějící ucelené legislativy v této oblasti občanských aktivit je skutečnost, že zástupci NNO pracující s dětmi a mládeží musí mít znalosti a odbornou zdatnost v široké škále platných zákonů a norem. Práce dále nabízí vhled so systému a metod managementu rizik v komerčním sektoru, představuje různé přístupy k analýze rizik a některé z nich se snaží aplikovat v oblasti NNO pracujících s mladistvými. Druhá část práce je více empiricky zaměřená. Ve dvou větších a déle existujících NNO zabývajících se prací s dětmi a mládeží a dvou menších a mladších, jsou analyzovány jejich organizační struktury a procesy s ohledem na bezpečnost a preventivní opatření k jejímu zajištění. Jsou vyhodnoceny a srovnávány dotazníky a zpracována SWOT analýza se dvěma ze zúčastněných organizací.
