76 9. Závěr Ozbrojené síly, policie a bezpečnostní služby členských států legitimně využívají mnoho zbraní, aby mohli efektivně vykonávat úkoly jim svěřené k zabezpečení bezpečnosti. V tomto případě je možný obchod se zbraněmi ve jménu zajištění stability, bezpečnosti a ochrany civilního obyvatelstva. Nicméně tato velmi snadná dostupnost a použitelnost zbraní a munice již mnohokrát vedla k tragickým následkům včetně represí a teroru civilního obyvatelstva. Někdy bývají zbraně dodávány vládám, o jejichž bezpečnostních složkách je známo, že závažně a systematicky zneužívají jejich přednosti. A je až moc jednoduché, aby se pak k těmto zbraním dostali nestátní aktéři, kteří je pak použijí pro zločinecké a teroristické účely. Nezodpovědné a málo regulované transfery konvenčních zbraní mohou destabilizovat celou regionální bezpečnost, narušit národní ekonomiky, umožnit porušení embarg Rady Bezpečnosti a přispět ke zneužívání a potlačování lidských práv. Toto je důvodem proč volání o regulaci a úpravu obchodu s konvenčními zbraněmi zní stále hlasitěji. V současné době je zde příležitost k takovéto regulaci v každém z mnoha jednáních o vznikající ATT. 85 Summary Disarmament of Conventional Arms with respect to the Arms Trade Treaty The choice of the topic for my thesis was broadly influenced by my internship at the United Nations Headquarters in New York. While working in the Office for Disarmament Affairs, Conventional Arms Branch I gained not only considerable amount of background papers which constituted basis of my thesis but also I got knowledge of many important issues and details about conventional arms disarmament and foremost about emergent Arms Trade Treaty. The thesis is divided in nine chapters including the Introduction and the Conclusion. Chapter Two to Eight constitute the substantial core of the work. The thesis is step by step dealing with important matters necessarily related to the Arms Trade Treaty itself, as problem of arms trade throughout the world, disarmament of conventional weaponry, also the issue of international contract law including the outline of the Vienna Convention on the Law of Treaties is explained.
