Problém nelegálního zaměstnávání cizinců v České republice

Abstract

The diploma thesis called "The problem o f illegal employment o f foreigners in the Czech Republic" understands the illegal employment of foreigners as a pressing and socially undesirable phenomenon which has many negative effects for the state as well as for the migrants and - in a broader sense - for the society as such. At the same time, the problem is seen as a very complex one. It is, therefore, the aim of the thesis to analyze this problem, structure it and, in this way, make it possible to handle the problem with the help of publicpolicy measures. For this purpose, the thesis follows four subsequent steps towards delimiting a problem - starting from structuration, through problem definition and modelling, to final problem formulation. The biggest attention is given to the first step of structuration, as it is understood to be the basic and - at the same time - the most important of the four steps. Integral part of the problem structuration is the actor analysis on three levels - the first one analyzes the ideo-political level and focuses on the problem perception by the parliamentary political parties; the second then concentrates on the actors at supra-national level and on their influence upon the national level; the third one analyzes the actors at national level, their interest in solution of the...

Diplomová práce nazvaná "Problém nelegálního zaměstnávání cizinců v České republice " chápe nelegální zaměstnávání cizinců jako aktuální a společensky značně škodlivý fenomén, s řadou negativních důsledků pro stát, pro cizince a v širším smyslu i pro společnost jako takovou. Zároveň problém vnímá jako velmi komplexní. Proto si klade za cíl tento problém analyzovat, strukturovat a tím jej učinit lépe uchopitelným pro potřeby veřejné politiky. Za tímto účelem sleduje práce čtyři na sebe navazující kroky k vymezení problému - od počáteční strukturace, přes definici problému a jeho modelování, po konečnou formulaci problému. Nej větší pozornost je přitom věnována právě strukturaci. Ta je v práci chápána jako základní a zároveň nej důležitější krok. Její součástí je analýza aktérů na třech úrovních - první analyzuje úroveň ideologicky-politickou a zaměřuje se na vnímání problému parlamentními politickými stranami; druhá se zaměřuje na aktéry na nadnárodní úrovni a na jejich vliv vzhledem k úrovni národní; třetí pak analyzuje aktéry národní úrovně, jejich zájem na řešení problému a moc toto řešení ovlivňovat. Práce pak končí formulací problému, který do budoucna spatřuje především ve zneužívání účasti v právnických osobách a živnostenského podnikání k nelegálnímu zaměstnávání cizinců.
