Pozice České republiky k reformě Rady bezpečnosti Organizace spojených národů

Abstract

The master's thesis deals with the analysis of the position of the Czech Republic on potential reforms of the UN Security Council and the justification of this position in the period from 24 February 2022 to 3 October 2025. In the theoretical part of the thesis, it maps the issue of the Security Council and its reforms, identifying five key areas of potential reforms. It then examines the adjustments proposed by leading reform initiatives in these areas. It also identifies four factors that can potentially influence the position of the Czech Republic on Security Council reforms. In the empirical part of the thesis, it then performs two types of analysis. The first is a content analysis of the outputs of leading institutions shaping the foreign policy of the Czech Republic, which indicates only limited communication of the monitored issue. However, the second type of analysis, which is semi-structured interviews with representatives of leading institutions, provides a somewhat deeper insight. Diplomová práce se zabývá analýzou pozice České republiky k potenciálním reformám Rady bezpečnosti OSN a zdůvodněním této pozice v období od 24. února 2022 do 3. října 2025. V teoretické části práce mapuje problematiku Rady bezpečnosti a jejích reforem, přičemž identifikuje pět klíčových oblastí potenciálních reforem. Následně pak zkoumá úpravy, jež v těchto oblastech navrhují přední reformní iniciativy. Rovněž identifikuje čtyři faktory, jež mohou potenciálně mít na pozici České republiky k reformám Rady bezpečnosti vliv. V empirické části práce pak provádí dva typy analýz. Prvním je obsahová analýza výstupů předních institucí formující zahraniční politiku České republiky, jež indikuje pouze omezenou komunikaci sledované problematiky. Do určité míry hlubší vhled ovšem přináší druhý typ analýzy, kterým jsou semistrukturované rozhovory s představiteli předních institucí. Výstupy, jež obsahují pozici k reformě Rady bezpečnosti či její zdůvodnění, následně rozděluje do tematických sekcí a dále analyzuje. Vyhodnocení výzkumu je následně provedeno za pomocí syntézy pozic pozorovaných institucí k reformě Rady bezpečnosti a jejich zdůvodnění zachycených v obsahové analýze a semistrukturovaných rozhovorech.
