Empirická analýza vychází z kvalitativního, teorií řízeného výzkumného designu kombinujícího trasování procesů, analýzu dokumentů a čtyři srovnávací případové studie: krizi vzácných zemin v letech 2010-2011 a spor před WTO; Komplexní dohodu o investicích EU-Čína a její rozpor s kauzou Sin-ťiangu; čínská exportní kontrolní opatření v období 2023-2025 týkající se galia, germania, grafitu a permanentních magnetů ze vzácných zemin; a selhání správy kobaltu zahrnující vyloučení kobaltu z nařízení EU o konfliktních minerálech. Práce zjišťuje, že hloubka zranitelnosti konzistentně určuje formu a míru omezení zahraniční politiky EU. Výzkum přispívá k debatám o zbrojené vzájemné závislosti, strategické autonomii EU a strukturálních limitech normativní zahraniční politiky v podmínkách hluboké materiální závislosti.
This thesis examines how the European Union's structural dependency on China in critical raw materials shapes EU-China relations and to what extent EU geoeconomic strategies aimed at strategic autonomy can mitigate the resulting asymmetric interdependence. Drawing on the theoretical frameworks of complex interdependence, competitive strategy, and strategic autonomy. The empirical analysis proceeds through a qualitative, theory-driven design combining process tracing, document analysis, and four comparative case studies: the 2010- 2011 rare earth crisis and the WTO dispute; the EU-China Comprehensive Agreement on Investment and its Xinjiang contradiction; China's 2023-2025 export controls on gallium, germanium, graphite, and rare earth permanent magnets; and the cobalt governance failure encompassing the exclusion of cobalt from the EU Conflict Minerals Regulation. The thesis finds that vulnerability depth consistently determines the form and degree of EU foreign policy restraint. The research contributes to debates on weaponised interdependence, EU strategic autonomy, and the structural limits of normative foreign policy under conditions of deep material dependency.
