Implementace odlehčovací služby homesharing v Jihočeském kraji z pohledu teorie tří proudů

Abstract

This thesis focuses on the analysis of the implementation of the respite care service of homesharing in the South Bohemian Region through the lens of the multiple streams framework. The main aim is to understand the process of the emergence and implementation of this innovative form of support for families of children with Autism Spectrum Disorder, as well as to assess the applicability of the multiple streams framework for analysing processes at the regional level. The theoretical part of the thesis addresses the definition of social services in the Czech Republic, the specifics of Autism Spectrum Disorder, and the needs of informal caregivers. It also introduces respite care services and the concept of homesharing as a community-based form of support. Furthermore, it presents the multiple streams framework, which serves as the main analytical tool of the research. The analytical part is designed as a qualitative study combining document analysis with semi-structured interviews conducted with key actors involved in homesharing. The data were analysed using deductive coding based on predefined categories derived from the theoretical framework. Diplomová práce je zaměřena na analýzu zavádění odlehčovací služby homesharing v Jihočeském kraji z pohledu teorie tří proudů. Hlavním cílem je porozumění procesu vzniku a implementace této inovativní formy podpory rodin dětí s poruchou autistického spektra, a také ověření využitelnosti teorie tří proudů při analýze procesů na regionální úrovni. Teoretická část se zaměřuje na vymezení sociálních služeb v České republice, specifikům poruchy autistického spektra a potřebám pečujících osob. Představuje také odlehčovací služby a s nimi i koncept homesharingu jako komunitně orientovanou formu podpory. Součástí teorie je i představení teorie tří proudů, která tvoří analytický nástroj výzkumu. Analytická část je koncipována jako kvalitativní výzkum, který kombinuje analýzu dokumentů s polostrukturovanými rozhovory s aktéry z prostředí homesharingu. Data byla zpracována pomocí deduktivního kódování na základě předem stanovených kategorií, které vycházejí ze stanovené teorie. Z výzkumu vyplynulo, že vznik služby byl ovlivněn hlavně iniciativou lokálních aktérů a nedostatkem odlehčovacích služeb v regionu, zatímco role institucionální podpory byla omezená. Analýza také potvrzuje, že model tří proudů je využitelný i pro regionální úroveň, nicméně jednotlivé proudy nemusí mít stejnou váhu a na jejich propojení...
