Paradiplomacie hlavního města Prahy vůči Evropské unii

Abstract

This bachelor's thesis is designed as a single-case study dedicated to the analysis of the paradiplomacy of the capital city of Prague towards the European Union, focusing on the 2018-2022 electoral term. The aim of the thesis is to identify the forms, tools, and strategies that Prague utilizes to promote its interests in the European Union and to describe the role of key actors in this process. The theoretical framework of the thesis consists of the concepts of multi-level governance and urban diplomacy, along with specific typologies according to David Criekemans and Brian Hocking. The research reveals that Prague is not merely a passive recipient of European policies, but also a confident, distinct actor that actively promotes its interests at the European level. The thesis examines in detail the role of the Prague House, the European Committee of the Regions, Eurocities, POLIS, and the Pact of Free Cities. Attention was also paid to the level and nature of Prague's cooperation with central authorities on foreign policy, finding that this cooperation is very intensive. Bakalářská práce je koncipována jako jednopřípadová studie věnující se analýze paradiplomacie hlavního města Prahy vůči Evropské unii se zaměřením na volební období 2018-2022. Cílem práce je identifikovat formy, nástroje a strategie, které Praha využívá k prosazovaní svých zájmů v Evropské unii, a popsat roli klíčových aktérů v tomto procesu. Teoretický rámec práce tvoří koncepty víceúrovňového vládnutí a městské diplomacie a konkrétní typologie podle Davida Criekemanse a Briana Hockinga. Výzkum odhaluje, že Praha není pouze pasivním příjemcem evropských politik, ale i sebevědomým svébytným aktérem, který aktivně prosazuje své zájmy na evropské úrovni. Práce detailně zkoumá roli Pražského domu, Evropského výboru regionů, Eurocities, POLIS a Paktu svobodných měst. Pozornost byla věnována rovněž úrovni a charakteru spolupráce Prahy s ústředními orgány na zahraniční politice, přičemž bylo zjištěno, že tato spolupráce je velmi intenzivní. Cílem práce bylo rovněž zjistit, zda a jak se paradiplomacie Prahy proměnila po komunálních volbách v roce 2022. Výzkum však ukázal, že zahraniční aktivity české metropole se vyznačují vysokou mírou kontinuity a konzistence, přičemž ani obměna politické reprezentace nepřinesla žádné zásadní odchylky od dosavadního směřování.
