Nestátní aktéři ve službách mocnosti: Americká kontrola ozbrojených nestátních aktérů

Abstract

The thesis "Non-state actors employed by the foreign power: US control of armed non-state actors" is devoted to the mechanisms utilised by the United States of America to control the non-state actors that are being employed by them. It uses the principal-agent framework that allows this problem to be thoroughly researched and to bring new information into the area so far not too academically examined. The thesis analyses the utilised mechanisms and researches their historical evolution. This falls under the category of qualitative case studies coming from open sources - from literature, however also from governmental reports, legislative frameworks and others. The key categories, upon which this problem is being researched, come from the principal-agent theory. The conclusions of the thesis point to the reality that the USA does not currently possess a unified universal tool to be utilised in order to control the non-state actors employed. The system of control is rather a combination of several mechanisms that complement each other. The traditional perception of hierarchy is in this case pushed back in favour of an alternative perception of control. The thesis also points out several blank spots in the current academic discourse that are to be filled eventually.

Bakalářská práce "Nestátní aktéři ve službách mocnosti: Americká kontrola ozbrojených nestátních aktérů" se zabývá mechanismy využívanými Spojenými státy ke kontrole jimi zaměstnaných nestátních aktérů. Vychází z teoretického rámce principál-agent, který umožňuje tuto problematiku detailně zkoumat a přinést nové poznatky do doposud nepříliš akademicky zkoumané problematiky. Analyzuje využívané mechanismy a zkoumá jejich proměnu v čase. Představuje kvalitativní případovou studii vycházející z veřejně dostupných zdrojů - z literatury, ovšem taktéž z amerických vládních reportů, právních rámců a dalších zdrojů. Klíčové kategorie, na základě kterých je problematika zkoumána, vychází z rámce principál-agent. Závěry práce poukazují na skutečnost, že Spojené státy americké v současnosti nedisponují jednotným univerzálním nástrojem, který by bylo možné v rámci kontroly nestátních aktérů uplatňovat. Systém kontroly je spíše systémem řady dílčích mechanismů, které se navzájem doplňují. Tradiční pojetí hierarchické kontroly ustupuje v tomto případě do pozadí ve prospěch alternativního pojetí. Práce rovněž poukazuje na mezery v současném akademickém poznání zkoumané problematiky, které bude v budoucnu možné zaplnit.
