Příklady dobré praxe ze zahraničích modelů vojenské služby: možnosti pro AČR

Abstract

This bachelor's thesis examines foreign models of military service in Europe and potential inspirations from these foreign models for addressing the personnel challenges of the Army of the Czech Republic (ACR). The aim of the thesis is to discuss forms of military service in Europe and then, using selected case studies, analyze their characteristics, advantages, and disadvantages in practice, in order to identify potential lessons for the ACR. The selected case studies are Sweden, Switzerland, and Finland, as each of these models represents a different type of military service model. The characteristics compared throughout all case studies and then Czech army are the total size of the armed forces and the generation of the reserve, public trust in the military, and the financial demands of the given model. The theoretical part defines three basic models of military service: the professional model, the conscription model, and the militia model. The thesis then proceeds to individual case studies, presenting the historical development of the armed forces, their current state, and an analysis of the selected parameters in the present context. Tato bakalářská práce se zabývá zahraničními modely vojenské služby v Evropě a jejich možnou inspiraci pro řešení personálních výzev AČR. Cílem práci je diskutovat formy vojenské služby v Evropě, a poté s využitím vybraných případových studií analyzovat jejich charakteristiky spolu s výhodami a nevýhodami v praxi, z kterých bude možné identifikovat potenciální inspirace pro AČR. Vybranými případovými studii jsou Švédsko, Švýcarsko a Finsko, z důvodu, že každý z těchto modelů reprezentuje jiný typ modelů. Společné porovnávané charakteristiky jsou rozměr armády a tvorba rezerv, důvěra v armádu a finanční náročnost daného modelů. V teoretické části dochází k vymezení tří základních modelů vojenské služby: profesionální, konskripční a miliční. Dále přechází práce k jednotlivým případovým studiím, kde je přiblížen historicky vývoj armád, současný stav a analýza vybraných parametrů v současném stavu. Následně je podle podobného rámce, akorát bez historické části, přiblížen aktuální stav AČR a podle nedostatků vycházejících z parametrů, jako potřeba posílení rezerv, navržené možné inspirace pro AČR ze zahraničních modelu a jejich praxe. Mezi možné inspirace pro AČR patří: zvýšení horní hranice pro službu v aktivní záloze ze 60 do 65 let, užší spolupráce mezi ministerstvem obrany a zaměstnavateli, zavedení...
