Evaluating the Impact of VEGA Research Grants on the Publication Performance of Slovak Scientists

Abstract

Despite the widespread use of research grants, causal evidence on their e!ec- tiveness remains scarce outside Western countries. This thesis estimates the e!ect of VEGA research grants (around €8,600 per project per year) on scien- tific output in Slovakia using a regression discontinuity design that compares researchers who scored just above and just below the VEGA funding threshold. Linking grant records to the national publication registry, a panel of over 4,000 researchers is constructed. Receiving a grant increases journal publications by approximately 25%, with e!ects concentrated in internationally indexed jour- nals (23%) rather than non-indexed ones. The e!ect is present across both top-tier and lower-ranked journals, while non-journal scientific output shows no response. The heterogeneity analysis reveals e!ects driven by natural and life science researchers, with no significant di!erences by gender or academic title. These results suggest that even very small grants can raise research pro- ductivity in funding-scarce environments. Navzdory !irokému vyu"ívání v#zkumn#ch grant$ jsou mimo západní zem% d$kazy o jejich účinnosti stále velmi omezené. Tato práce odhaduje vliv VEGA v#zkumn#ch grant$ (p'ibli"n% €8 600 na projekt ročn%) na v%deckou v#kon- nost na Slovensku pomocí regresního modelu s diskontinuitou, kter# porovnává v%dce, kte'í se umístili t%sn% nad a t%sn% pod hranicí pro získání grantu VEGA. Propojením záznam$ o grantech s národním registrem publikací byl vytvo'en panel více ne" 4 000 v%dc$. Získání grantu zvy!uje počet publikací v odborn#ch časopisech p'ibli"n% o 25 %, p'ičem" účinky se soust'e(ují spí!e na mezinárodn% indexované časopisy (23 %) ne" na neindexované. Tento efekt se projevuje jak u časopis$ nejvy!!í úrovn%, tak u časopis$ s ni"!ím rankingem, zatímco u publikací mimo časopisy není "ádná souvislost patrná. Anal#za heterogenity odhaluje, "e tyto efekty jsou ta"eny v#zkumníky v oblasti p'írodních a "ivot- ních v%d, p'ičem" nejsou zaznamenány "ádné v#znamné rozdíly v pohlaví nebo akademickém titulu.
