EUDR, entrepreneur, due diligence, supply chainEntrepreneur Position within the EUDR System and Its Developments Abstract This thesis examines the position of entrepreneurs within the system established by Regulation (EU) 2023/1115 of the European Parliament and of the Council of 31 May 2023 on the making available on the Union market and the export from the Union of certain commodities and products associated with deforestation and forest degradation and repealing Regulation (EU) No 995/2010 (hereinafter EUDR). The EUDR represents a significant instrument of environmental regulation aimed at reducing global deforestation through the regulation of commodities and products placed or made available on the Union market or exported from the Union. The primary responsibility for achieving this objective is placed on entrepreneurs who handle such products. The aim of this thesis is to analyze how the EUDR defines the roles of entrepreneurs within the supply chain and how this definition is reflected in the scope of their obligations and the associated regulatory burden. Attention is devoted to the transformation of this position in connection with the amendment adopted in December 2025. In the thesis, the consolidated version of the EUDR is referred to as EUDR II.
