COVID-19 and the State of Exception: The Case Study of Czech Republic, France and the UK

Abstract

This Master9s thesis examines the responses of France, the United Kingdom, and the Czech Republic to the COVID-19 pandemic through the theoretical concept of the state of exception. The findings of this research may help to a broader understanding of governmental responses, their patterns, and justifications. A significant body of research on the COVID-19 pandemic has emerged, but relatively few studies provide a complex comparative analysis of the multiple cases, often limiting it to the examination of one sphere, e.g., legislative. By using the comparative case study research, this thesis analyses state responses across four different key dimensions: legislative measures, judicial oversight, discourse of the state leaders, and biopolitical measures. Situating the research within the framework of the state of exception, the research demonstrates that the executive dominance in several cases could be interpreted as a response to the initial epidemiological failure to prevent the spread of the disease. The results of this research contribute to the growing body of literature on governance during the pandemic by providing new insights into the relationship between the epidemiological situation and the political decision- making process.
