Fenomén charterových škol v USA: Případová studie Louisiana

Abstract

This thesis examines the public education system in the United States, with a focus on alternative forms of schooling, particularly charter schools. The aim of the thesis is to present the development and institutional framework of American education, to identify the main contentious points in the debate on charter schools, and to analyze how these issues are reflected in the specific case of the city of New Orleans. The work is based on two research theses: that the functioning of charter schools cannot be separated from the decentralized structure of American education, and that general arguments of their proponents and opponents have limited explanatory power in local contexts. In the theoretical part, the historical genesis of charter schools is discussed through academic literature, and four key areas of controversy are defined: funding, parental choice, segregation, and quality of education. These contentious issues are then applied to a case study of New Orleans, whose school system was completely transformed into a charter model after 2005. Tato diplomová práce se zabývá systémem veřejného školství ve Spojených státech amerických se zaměřením na alternativní formy škol, především charterové školy. Cílem práce je představit vývoj a institucionální rámec amerického školství, identifikovat hlavní sporné body v debatě o charterových školách a analyzovat, jak se tyto otázky promítají do konkrétního případu města New Orleans. Práce vychází ze dvou výzkumných tezí: že fungování charterových škol nelze oddělit od decentralizované struktury amerického školství a že obecné argumenty jejich zastánců a odpůrců mají omezenou platnost v místních podmínkách. V teoretické části je prostřednictvím odborné literatury rozebrána historická geneze charterových škol a vymezeny čtyři klíčové oblasti kontroverzí: financování, rodičovská volba, segregace a kvalita vzdělávání. Tyto sporné body jsou následně přeneseny na případovou studii New Orleans, jehož školský systém byl po roce 2005 kompletně transformován do podoby charterového modelu. Empirická část práce využívá kvantitativní analýzu dat z roku 2021/2022 a porovnává akademické výsledky charterových škol v Louisianě s tradičními veřejnými školami a výkonnost charterových škol v New Orleans oproti zbytku státu.
