Příspěvek na péči perspektivou seniorů, jejich pečujících a expertů

Abstract

This thesis examines the care allowance policy in the Czech Republic between 2019 and 2025 from the perspective of older adults, their informal caregivers, and experts. The aim of this research is to explore and understand how this policy responds to the needs of the studied target groups, what benefits and burdens it entails for them, and how the policy changes during this period were justified. The theoretical framework is based on the theory of social construction of target populations (Ingram and Schneider) and Bradshaw's typology of needs. The research was conducted as a qualitative case study, using semi-structured interviews with experts, older adults, and their caregivers. The data were complemented by an analysis of policy and legislative documents. The main findings show that although the care allowance represents an important source of financial support, its implementation is burdened by high administrative demands, limited coordination with social services, and restricted accessibility for the studied groups. A significant issue is also the shifting of care responsibilities onto informal caregivers, often retired women, without sufficient systemic support. Tato diplomová práce se zabývá politikou příspěvku na péči v České republice od začátku roku 2019 do poloviny roku 2025 z pohledu seniorů, jejich neformálních pečujících a expertů. Cílem práce je zmapovat a porozumět, jakým způsobem tato politika reaguje na potřeby zkoumaných cílových skupin, jaké přínosy a zátěže z ní pro ně vyplývají, a jak byly změny příspěvku v daném období argumentovány. Teoretickým východiskem je teorie sociální konstrukce cílových populací Ingram a Schneider a Bradshawova typologie potřeb. Výzkum byl realizován formou kvalitativní případové studie, založené na polostrukturovaných rozhovorech s experty, seniory a jejich pečujícími. Data byla doplněna o analýzu legislativních dokumentů. Hlavní zjištění ukazují, že ačkoliv příspěvek na péči představuje důležitý nástroj finanční podpory, jeho implementace je zatížena vysokou administrativní náročností, nízkou mírou koordinace se sociálními službami a jejich dostupností pro zkoumané skupiny. Významným problémem je také přenášení odpovědnosti na neformální pečující, často ženy v důchodovém věku, bez dostatečné systémové opory. Práce přináší pohled na každodenní fungování příspěvku na péči a upozorňuje na napětí mezi deklarovanými cíli politiky a její praxí.
