Existenciální zranitelnost lidí žijících v pražských vozíčkářských ghettech

Abstract

The lives of people with disabilities living in residential complexes in the peripheral parts of Prague, informally referred to by residents and social services workers as "Wheelchair Ghettos", contrast sharply with the ideals of independence, equality and inclusion declared in the UN Convention on the Rights of Persons with Disabilities, which the Czech Republic adopted in 2009. Here, I analyze the lived everyday life of the residents of these locations through the concept of existential vulnerability which I further extend to include a socio- material perspective and Science and Technology Studies (STS) approaches. The manifestations of vulnerability among residents of the Wheelchair ghettos are not necessarily the result of their impairments, but rather emerge from a complex entanglement of structural, material, and social factors. I critically map the heterogeneous realities that contribute to this vulnerability and highlight their specific impacts on bodily experience, emotional life, and social relations. At the same time, I argue that the concept of existential vulnerability can serve as a tool for identifying barriers, thereby supporting the development of measures aimed at improving the everyday lives of people with disabilities. Životy osob s tělesným postižením, které obývají bytové komplexy v periferních částech Prahy, neformálně označovaných samotnými rezidenty i pracovníky sociálních služeb jako "vozíčkářská ghetta", výrazně kontrastují s ideály samostatnosti, rovnosti a inkluze, jež deklaruje Úmluva OSN o právech osob se zdravotním postižením, kterou Česká republika přijala v roce 2009. V této práci analyzuji každodennost obyvatel těchto lokalit prostřednictvím konceptu "existenciální zranitelnosti", který dále rozšiřuji o socio-materiální perspektivu a přístupy studií vědy a technologií (STS). Projevy zranitelnosti obyvatel vozíčkářských ghett nejsou nutně důsledkem jejich zdravotního stavu, ale výsledkem komplexního usouvztažňování strukturálních, materiálních a sociálních vlivů. Kriticky mapuji heterogenní skutečnosti, které se na zranitelnosti podílí, a ukazuji jejich konkrétní dopady v rovině tělesnosti, emocí a sociality. Zároveň argumentuji, že koncept existenciální zranitelnosti je možné využít jako nástroj k identifikaci konkrétních bariér, což může usnadnit navrhování opatření vedoucích ke zlepšení každodenního života osob s postižením.
