energy justice|coal region|just transition|Europe|social justice|social impacts|European Union|transition(česky) Tato práce zkoumá, kde a jak současná energetická transformace evropských uhelných regionů naráží na překážky z hlediska energetické spravedlnosti. Využívá k tomu rámec tři základních dimenzí energetické spravedlnosti - distributivní, procedurální a uznávací. Aplikuje metodu rešerše a následné kritické analýzy 29 odborných studií vydaných po roce 2018, které podrobně popisují polské Slezsko, řeckou Západní Makedonii, český Severozápad a rumunskou Hunedoaru. V distributivní dimenzi se regiony naráží na nedostatečné řešení pro zaměstnance v uhelném průmyslu, kteří přicházejí o práci, slabou diverzifikaci hospodářství a neuplatňování principu "znečišťovatel platí". Procedurální spravedlnost oslabuje top-down řízení, roztříštěné kompetence a nedostatečné zapojení místních aktérů, což podkopává legitimitu a zpomaluje transformaci. V uznávací dimenzi jsou patrné stigmatizující narativy, ignorování genderové roviny transformace i celkové přehlížení této dimenze, čímž se dále prohlubují sociální nerovnosti. Překážky se objevují napříč zkoumanými regiony a stávající nástroje je dosud nedokážou účinně řešit, přestože Evropská unie rámuje transformaci jako sociálně spravedlivou. (in English) This thesis examines where and how the current energy transition of European coal regions encounters obstacles in terms of energy justice. It uses a framework of three basic dimensions of energy justice - distributive, procedural, and recognitive. It applies a method of research and subsequent critical analysis of 29 expert studies published after 2018, which describe in detail Polish Silesia, Greek Western Macedonia, Czech Northwest, and Romanian Hunedoara. In the distributive dimension, the regions face inadequate solutions for coal industry employees who are losing their jobs, weak economic diversification, and a failure to apply the "polluter pays" principle. Procedural justice is weakened by top-down management, fragmented competences, and insufficient involvement of local actors, which undermines legitimacy and slows down the transformation. In the recognition dimension, stigmatizing narratives, ignorance of the gender dimension of the transformation, and a general disregard for this dimension are evident, further deepening social inequalities.
