Důchodová reforma ve Francii 2023 jako (ne)vyhnutelnost: analýza debaty v Národním shromáždění

Abstract

Tato bakalářská práce se zabývá analýzou politické debaty v Národním shromáždění ve Francii týkající se důchodové reformy z roku 2023. Cílem práce je zjistit, jaké argumenty využívali jednotliví političtí aktéři při obhajobě svých postojů k otázce nevyhnutelnosti této důchodové reformy. Teoretickým rámcem výzkumu je koncept rámování, který práci umožňuje zkoumat, jakým způsobem aktéři strukturují svá sdělení, jaké aspekty problému zdůrazňují a které naopak opomíjejí. Prostřednictvím tematické analýzy práce jsou zkoumány projevy aktérů v Národním shromáždění přednesených mezi 10. lednem a 17. únorem 2023. Analýza v debatě identifikovala tři hlavní interpretační rámce, skrze něž byla reforma a její nevyhnutelnost legitimizována či zpochybňována: rámec demografické nerovnováhy, finanční udržitelnosti a sociální spravedlnosti a pokroku. Vládní strany reformu prezentují jako nezbytné opatření k zachování stability důchodového systému, zatímco opozice ji rámuje jako nespravedlivou, nepotřebnou či ideologicky motivovanou změnu. Práce tak přispívá k porozumění konkrétního případu důchodové reformy, tomu, proč je zaváděna, a k hlubšímu pochopení politické argumentace při prosazování sociálních reforem.

This bachelor thesis analyses the political debate in the French National Assembly regarding the 2023 pension reform. The aim of the thesis is to find out what arguments the different political actors used to defend their positions on the inevitability of this pension reform. The theoretical framework of the research is the concept of framing, which allows the thesis to examine how actors structure their messages, which aspects of the issue they emphasize and which they disregarded. Through thematic analysis, the thesis examines the actors' speeches in the National Assembly delivered between 10 January and 17 February 2023. The analysis identifies three main interpretative frames in the debate through which the reform and its inevitability were legitimised or questioned: the frame of demographic imbalance, financial sustainability and social justice and progress. The government parties present the reform as a necessary measure to maintain the stability of the pension system, while the opposition frames it as an unfair, unnecessary or ideologically motivated change. The thesis thus contributes to an understanding of the specific case of pension reform, why it is being introduced, and to a deeper understanding of the political reasoning in defending social reforms.
