Profese asistenta v parlamentním systému ČR

Abstract

The bachelor thesis deals with a previously unexplored topic, namely the profession of an assistant in the positions of assistant to a deputy and assistant to a senator. The text analyses the workload of assistants, their motivation for this activity and other elements that are associated with the profession. The theoretical part summarises the legislative and financial background of assistants in the parliamentary system of the Czech Republic in comparison with assistants in the European Parliament. The empirical part deals with the results of a survey conducted among assistants to MPs and Senators. At the same time, it is based on in-depth interviews with emeritus assistants and staff of the offices of the Senate and the Chamber of the Parliament of the Czech Republic.

Bakalářská práce se zabývá dosud neprobádaným tématem, a to profesi asistenta na pozicích asistenta poslance a asistenta senátora. Text analyzuje pracovní náplň asistentů, jejich motivaci k této činnosti a další prvky, které se s danou profesí pojí. Teoretická část shrnuje legislativní a finanční pozadí asistentů v parlamentním systému ČR v porovnání s asistenty v Evropském parlamentu. Empirická část se zabývá výsledky průzkumu provedeného mezi asistenty poslanců a senátorů. Současně je založena na hloubkových rozhovorech s emeritními asistenty a zaměstnanci kanceláře Senátu a Sněmovny Parlamentu České republiky.
